Vietnam - Lawmakers advance bill on confidence votes

VietNamNet Bridge – Lawmakers agreed upon the terms of a draft resolution on Saturday under which they would conduct votes of confidence on 49 high-ranking positions appointed and approved by the National Assembly, including top Government and provincial People's Committee officials.

Under the resolution, votes of confidence would be conducted for the positions of President, Vice President, Prime Minister and deputy prime minister, as well as National Assembly chairman and vice chairmen, the chairman of the Ethnicity Council, heads of National Assembly committees, and National Assembly Standing Committee members, as well as 21 local government positions.

Deputy Dang Kim Chi from central Phu Yen Province argued that the measure should only focus on key positions and that the votes should not be taken in numerous National Assembly committees.

Deputies generally agreed to conduct votes of confidence annually behind closed doors, but controversial opinions remained over whether officials should be evaluated on four proposed levels of high, average, and low confidence, or simply subject to a strict up or down vote.

Deputy Nguyen Thi Kha from southern Tra Vinh Province said she hoped that the resolution would target the right persons and follow proper procedures.

"If someone turns out to wear a shirt bigger than he is, he should return it, and that is what we call the culture of resignation," Kha said.

The final resolution was expected to be passed on November 21.
