Vietnam - National Assembly questions Cabinet Members

VietNamNet Bridge – The National Assembly began question and answer sessions on the Government’s performance on November 12 presided by Chairman Nguyen Sinh Hung.

Minister of Industry and Trade, Vu Huy Hoang, was the first to appear at the session. He was questioned by 23 deputies from 19 cities, and provinces.

On measures to ease difficulties for businesses - particularly unsold inventories, t he minister confirmed that inventories are an urgent matter to be addressed.

The situation has progressed thanks to the joint efforts of the business community and the Ministry’s supervision, he noted.

An example from the mechanical and engineering industry was cited - the inventory index for which was 26 percent as of June 1. However, the rate was 20 percent as of October 1, 2012 - much lower than the level in 2011 and 2012.

Sectors with large inventories of unsold goods include construction materials, steel, fertilizer and coal, he added.

On a question for building a trademark for Vietnam’s rice, the minister said Vietnam has climbed to the top in terms of rice export.

Hoang said the country is capable of exporting 7.5 - 7.6 tonnes of rice. However, the export price is lower than that of some countries and the rice quality is not high.

The Ministry of Industry and Trade has cooperated with the Ministry of Agriculture and Rural Development in terms of rice varieties. The Ministry also takes part in trade promotion activities and rice festivals in an effort to build a trademark for Vietnamese rice, Hoang added.

The minister also answered questions on measures to deal with fake and low quality goods, measures to recover and strengthen production, improving the quality of goods and promoting the implementation of the “Vietnamese use Vietnamese goods” campaign, policies to support people displaced by hydropower projects in resettlement areas, planting new forests, the competitive petrol market and other issues.

Finance Minister Vuong Dinh Hue, Agriculture and Rural Development Minister Cao Duc Phat, and General State Auditor Dinh Tien Dung also took the floor to discuss related issues.

The country has 54,000 ongoing projects. The Ministry can basically control the quality of these projects. However, there are still some low-quality projects, which cause problems and risks to people’s lives.

Answering a question on inventories in the property market, the minister said that it is a big problem for many reasons.

According to statistics from departments of construction in 44 cities and provinces, the total value of inventorial real estate is estimated to be more than 40.7 trillion VND.

To deal with the difficulties of this market, Dung said that the legal system needs to be completed to solve unplanned projects, while it is also necessary to restructure projects, with the focus on building social houses and enabling poor people to buy homes.

According to the Ministry, the property market in Vietnam is still young. It needs the attention of all-level agencies and the determination of businesses.

Dung expressed his hope that localities will work with the Government, Ministries and Departments to deal with the challenges.

“The real estate market will surely improve with the recovery of the economy,” Dung said.

In addition, Minister Dung answered questions relating to the capital management and faults of some state-owned construction corporations and groups, funds for social housing and urban planning.
