Vietnam - Higher education deviates from the direction

The Ministry of Education and Training (MOET) has announced the plan to set up more universities (4-5 year training) and junior colleges (3-year training). Meanwhile, schools are seriously lacking lecturers. The school network programming seems to deviate from the direction.




Lecturers very much in demand 


The new academic year has begun in the context of the imbalance of the training majors, and the plan to open many more universities to meet the requirements of the modernization and industrialization. However, doubts have been raised about the feasibility of the plan. The number of universities has been increasing rapidly, while the number of lecturers has not increased accordingly.

Former Minister of Education and Training, Tran Hong Quan also said that the lack of lecturers proves to be the biggest barrier to the plan to develop the university network.

Deputy Minister of Education and Training, Bui Van Ga said the ministry has anticipated the lack of lecturers. Therefore, the plan to train 20,000 doctors by 2020 to provide to the operational schools and the schools to be opened in the future has already been drawn up.

The plan was initiated in 2010, while the first learners for doctorate training courses will be found this year. The project 322 on training scientific and technical workers at foreign training establishments funded by the state budget, which has been implemented for the last many years, can also help provide more lecturers to universities. 

However, Ga admitted that there has been a big barrier in the implementation of the project 322 and the plan to train 20,000 doctors by 2020 – the limited foreign language skills of learners.

Ga has also confirmed the current problem that university lecturers now spend most of their time on training at different schools to earn extra money, while they do not have time for scientific research works. Especially, the lecturers in “hot training majors” such as finance and banking, or economics relating majors have always been busy because of the high demand.

There has been a movement of lecturers leaving some schools for other schools which accept to pay higher for teaching hours. This explains why many schools have enough lecturers, but other schools have to use inviting lecturers. In other words, changes can be seen in the numbers of lecturers of different schools’ payrolls, but in general, the total number of lecturers remains unchanged.

University education does not go on right track

Ga has admitted of problems in the structuring of the training majors. The Decision No 121 on university and junior college network programming stipulates by 2010, Vietnam would have 20 percent of total students following economics, law and finance & banking studies. 

However, the percentage of students in the majors is now 36 percent, or 1.8 times higher than the allowed level. Meanwhile, the percentage of students in basic sciences or agriculture and forestry majors remains far below the expected level.

Ga has said that the Ministry of Education and Training is considering adjusting the school network programming. The Government will announce which training majors can enroll more students and which majors do not need further expansion.

Under the current laws, the ministry grants quotas to schools on higher education training. It is expected that in the upcoming years, the majors which find it hard to attract students, such as social sciences, culture and arts or basic sciences will get higher quotas.

While many universities are still waiting for applications from students, leading universities have enrolled enough students and have called new students.
