A lot of non-state grammar schools in HCM City have been operating at a moderate level or have stopped operation because they cannot enroll enough students.
Vo Ngoc Thu, Head of the district 5’s Education and Training Sub-department, has confirmed that non-state schools in the district are facing big difficulties because of the lack of students. However, it is quite a surprise that more and more non-state schools still have been mushrooming.
The Khai Tri School, which has been operating for five years, has decided to stop the primary education because it cannot enroll enough students. The school also does not have many students for secondary education, just 10 students per class, but it still has to maintain normal operation.
The Tan Nam My Secondary School in district 5 has also reported bad enrolment result. It has only some tens of students for primary education; therefore, it has been operating at a moderate level.
In Tan Binh district, the Phuong Nam Primary School, which has been operating for the last 13 years, has followed the procedures to temporarily halt its operation from August, because it has got only one study registration for the first grade for the 2011-2012 school year. All the 31 students at higher grades have left for other schools.
The noteworthy thing is that parents and students now tend to turn their back to the so called “international schools”, which means the schools set up by Vietnamese educators, where students learn in accordance with Vietnamese curriculums and attend English intensive hours.
The problem lies in the fact that parents have realized that their children do worse in school than the children going to state owned schools.
Thu said that in the 2010-2011 academic year, the education sub-department allowed 50 students to move from international schools to state owned schools in the locality. However, she said, only 20 cases have been approved for the 2011-2012 academic year.
Dinh Thien Can, Head of the district 1’s education sub-department has also reported that it approved 70 cases in the last academic year, while only 20 cases have been approved for this year.
According to Thu, the parents of the students who decide to leave international schools for state owned schools explain that they give up international schools because they cannot afford the high tuitions there any more. However, the reason proves to be not true for all cases. In case, many students from international schools are bad at learning: they cannot speak Vietnamese fluently, make mistakes in dictations and lack basic knowledge. Especially, the students are undisciplined.
Therefore, education sub-departments do not want to receive students who move from international schools for secondary education. However, Thu said, primary school students would be accepted, because they are still small and they can be changed.
Bui Duy Phuong, Headmaster of the Tran Hung Dao Primary School in district 1, which has received a lot of students from international schools, also said that the students are good at English, but they are bad other subjects.
Nevertheless, it is quite a surprise that while many non-state schools have to shut down, more and more other non-state schools still have been established. There are 71 non-state grammar schools in HCM City.
Educators say they still can see the high demand from parents, who believe that they would rather to pay higher tuitions to bring their children to non-state schools, so that the children can enjoy a good education, than bringing to state owned schools which follow the out-of-date teaching method.
