Through reviewing more than 5,700 administrative procedures, the government Office estimates that if fully implementing the simplified proposal and eliminating unnecessary regulations and procedures under the Programme for Enhancing Regulatory Quality (PERQ), Vietnam may save some $1.45 billion per year.
On August 11, at the launching ceremony of PERQ, Dr Nguyen Dinh Cung, deputy director of Central Institute for Economic Management (ClEM), said that PERQ will make a significant contribution to ensuring a transparent environment and an essential factor to promote the competitiveness of the economy and attract investments in Vietnam in the future.
Dr Tran Huu Huynh, deputy secretary general of Vietnam Chamber of Commerce and Industry (VCCI), said the survey on Provincial Competitiveness Index (PCI) showed the transparency in localities declined and unofficial expenses increased.
In 2010, after investigating the transparency index, 75 percent of businesses said that it is necessary to have provincial relations for information and many businesses have not been asked for comments on the policies yet.
