Vietnam - School forces candidates into unwanted courses


Hundreds of candidates failing July’s national university entrance exam for a graduate course at Hoa Sen University in Ho Chi Minh City have been unable to apply to another university because the school broke rules by refusing to give them a score transcript.
Hoa Sen said it had enrolled 147 such candidates for courses other than the one they registered before the exam, and thus would not provide the certificates.
The students say they do not want to go for those courses, insisting on getting their certificates to apply to another school.
The ministry has ordered the school to supply those certificates to the students.
Hoa Sen has pledged to do so within the next few days.
Vietnamese high school graduates are required to pass a national university entrance exam to get college admission.
They normally take the exam at their preferred university and, if failing it, are allowed to apply to two others at most, using the scores they got from the test.
Universities across the country must give score certificates to their candidates after they fail the exam, according to regulations issued by the Ministry of Education and Training which annually administers it.
Many other universities have also declined to issue such score certificates to their failed candidates, causing a public anger in the country as it is a blatant violation of the ministry’s rules.
