Vietnam - Improper management mechanism keeps teachers away from nursery schools


VietNamNet Bridge – Nursery schools complain that the low wages and allowances make them unable to recruit teachers.


Tran Thi Kim Thanh, Deputy Director of the HCM City Education and Training Department said that there are more than 293,000 children at pre-school age and 759 nursery schools in the city, while there are only 10,000 teachers and 9066 classes. On average, every class is undertaken by 1.19 teachers.

As such, the city is lacking 7253 baby-sitters, 24 management officers and 783 teachers. Especially, 400 management officers and nursery school teachers left their jobs in 2010.

As there are too many children and too few teachers, the number of children in every class is always very high, 50-60 children in a class at state owned schools in the inner city and 40-45 children at the schools in the suburb areas

The vicious circle
Chung Thi Bich Phuong, Deputy Head of the Tan Phu district’s Education and Training Sub-department, said that nursery school teachers are facing the discriminatory treatment. When preparing reports to satisfy the requirements of inspectors, nursery school teachers can get 20,000 dong per report, while teachers of other levels can get up to 200,000 dong. A lot of officers have to hold several official positions, even though they do not get job allowances.

Phuong said that under the current regulations, cooks at nursery schools must have intermediate school degrees. Therefore, a lot of schools have to spend money to send their staff to cook training courses. However, after finishing the training courses, the officers do not return to school because of the low salary, just 1.4 million dong a month. “This is really a vicious circle,” Phuong said.

She also complained that the tuitions and school fees stipulated in 1996 have become out of date. While the consumer price index (CPI) has been increasing, the tuitions and school fees parents have to pay remain unchanged.

“The minimum tuitions for boarding-day students should be raised to 150,000 dong a month. Baby-sitters should be added into the lists of people who can get salaries from the state budget,” Thanh said.

High salaries also cannot help recruit teachers

Do Kim Le, Headmaster of the Thien Than Nho school in Nha Be district in HCM City, said that the private school is offering high salaries to attract teachers, but she still finds it difficult to recruit teachers.

The problem is that the teachers of private schools also want to be recognized by the Ministry of Education and Training by releasing work allocation decisions.

Le has suggested that the ministry should organize training courses, where graduates of secondary and high school, who cannot study further at higher levels, can learn to become babysitters, free of charge. This will help ease the current shortage of nursery school teachers.

Regarding the healthcare officer shortage, Huynh Cong Hung, Head of the Culture-Society Division of the HCM City People’s Council, said that in the immediate time, when the schools still cannot recruit healthcare officers, they should hire physicians from healthcare centers

Nguyen Thi Quyet Tam, Chair of the HCM City People’s Council, said that a paradox has existed in personnel management. At some schools, many teachers who have university and junior college degrees have to take the job of babysitters or toilet cleaners, while other schools complain that they cannot find babysitters.

Tam said that the city people’s council will work with the city people’s committee, discussing the measures to speed up the school projects which have been delayed due to many reasons. She has reaffirmed the principle of giving maximum support to education.
