Vietnam - Ministry holds online meeting on foreign language training


The Ministry of Education and Training organized an online meeting to discuss implementation of a project for foreign language training for the period 2008-2020. 

The online meeting was presided over by Deputy Minister Nguyen Vinh Hien, and was conducted in Hanoi, Ho Chi Minh City, the central city of Da Nang, the Southern city of Can Tho, and Thai Nguyen in the North.   

Vietnam adopted a project on foreign language training for the period 2008-2020, under which primary school pupils have compulsory English language classes till the 3rd grade. It aims at improving foreign language skills for all young Vietnamese people who will use it to serve the country in today’s industrialized and modernized world.

At the meeting Hien said that the project was approved in September 2008 but the government has only just provided financial support this June. 

Hence, the first phase of the project instead of being conducted from 2008-2010 will be done in the second phase from 2011- 2015, including recruiting, training and upgrading of language proficiency for language teachers at different levels, teaching all advanced program at universities in English and attracting overseas Vietnamese and volunteer teachers from abroad.

Tran Minh Ca, the deputy head of the People’s Committee in the central province of Quang Nam, said that teaching and learning foreign languages is very necessary as Quang Nam province, home to two UNESCO recognized natural heritage site of Hoi An town and My Son relics, wants to develop tourism and people must therefore know a foreign language.

Moreover, many good students miss getting scholarships to study in foreign countries because of not knowing a foreign language, said Ca.

Province statistics show that Quang Nam needs 200 foreign language teachers for preschools and 30 teachers for high schools.

Professor Dang Kim Vui, Director of Thai Nguyen University, said the ministry should permit universities in the country to establish language centers and provide refresher courses for teachers. In addition, it is necessary to give higher salary to attract more good teachers in the education sector.

Many participants said there is need to improve teaching methodologies, force students to do team work and run smaller classes for effective results.

Deputy PM Nguyen Thien Nhan said by learning foreign languages one can study subjects like economics and science, which are important in today’s competitive world.

Nhan wants to improve teacher skills, encourage more language centers with low tuition fee to attract people to learn, and also send teachers to foreign countries to gain experience.

During school year 2010–2011, 20 per cent of 3rd three pupils will learn the new English curriculum, and the figure will be raised to some 70 per cent in the school year 2015-2016, and 100 per cent in 2018-2019. 

By 2020, the Project targets to produce at least 60,000 English teachers. Majority of Vietnamese youth who graduate from vocational schools, colleges, and universities can work in a multi-language environment.
