Nguoi lao dong has quoted its sources as saying that 150 people have followed the training courses for doctorates (the training programs carried out in cooperation with the US International University), and over 200 people have followed the training courses for master degrees (in cooperation with Adam International University), organized by the Institute of Accounting and Business Management in district 10 of HCM City so far.
The noteworthy thing is that these joint training programs are illicit ones, while the curriculums have not been recognized by the US competent agencies. Besides some individuals who are working at enterprises, the majority of the learners of the training courses are lecturers and management officers of universities and junior colleges. A training course for master degree or doctorate costs 4800-5800 dollars.
Rushing to attend illicit training courses
The list of learners at the training courses organized by the academy shows that most of the learners come from the HCM City Industry and Trade Junior College (20). The first person, who attended a training course for doctorate was the junior college’s president Le Thanh Binh.
Following Binh, a lot of lecturers of the school also registered to follow the training courses under the joint training program. Especially, five lecturers of the school registered the fourth course of the program, while two concurrent deputy presidents of the schools attended the fifth course for doctorate.
Le Thanh Binh has confirmed that he has finished the training course and has received the doctorate. Also according to Binh, a lot of lecturers and management officers of the school, who wanted to upgrade their knowledge, also registered the training courses there, though they did not have sufficient information about the legitimacy of the program.
However, after some local newspapers raised doubts about the legitimacy of the program, the people have canceled their study.
In fact, the information about the training program has never been advertised or made public, but has been passed down orally. “K,” a learner, said that he is following two separate programs at the same time, the one organized by the HCM City Economics University and the US International University.
Another learner said that the joint training program with the US partner does not set strict requirements, especially; it does not set up requirements on English skills. A training course lasts 14 months, and learners only gather within two days, while they spend the remaining time on self-learning. Lecturers come from the US and Malaysia, and there are always assistants who translate the lectures.
These training courses recognized?
Nguyen Xuan Vang, a senior official of the Ministry of Education and Training, has affirmed that Vietnam will not recognize the degrees of the illicit joint training programs in Vietnam. Meanwhile, leaders of schools still keep different viewpoints about the value of the degrees.
Lam Thanh Hien, Deputy President of the Lac Hong University, said that five lecturers of the school once attended the training courses there. However, after the school stated that the degrees of the program will not be recognized, the learners have given up studying.
Similarly, Dr Huynh Thanh Hung, Deputy President of the HCM City Agriculture and Forestry University, has said that some lecturers have followed the above said program, but none has presented the doctorates.
Hung has affirmed that the school only accepts the degrees granted by the legal schools and training programs.
Meanwhile, a member of the board of management of the HCM City Economics University said that it’s still necessary to await the Ministry of Education and Training to release a document on whether to recognize the degrees.
