Vietnam - Unsuitable law binds official’s hand



Catching red handed a road-building firm in the act of performing a low-quality and shoddy job on a national highway in his province, the director of the Transport Department of the central province Quang Ngai can do nothing but penning a written proposal.

According to the director, Dang Van Minh, the paradox occurred because of current regulations ruling that the construction and management of national highways in Vietnam come directly under the authority of the Directorate for Roads of Vietnam under the Ministry of Transport.

As director of the Department of Transport in Quang Ngai Province, he is responsible for all other roads in the province except national highways.

Minh said he saw workers of the Construction Share Holding Company 512 were paving the National Highway 1A in his province with asphalt on October 9 while the road surface was soaked with water after a heavy rain.

This is certainly a violation of all technical standards as the road asphalt will soon be washed off with water, he added.

“I reminded them of quality standards and asked them to stop the work but they just kept on working and argued that they just follow the instructions of the company,” the director said.

He noted the damage would have already been done by the time he submitted a proposal to the ministry to give instruction to the Directorate for Roads of Vietnam to repair the low-quality job.
