Vietnam - Vietnamese university helps Chinese schools enroll and train students?


VietNamNet Bridge – Hundreds of students have got university and postgraduate degrees granted by Chinese schools, which have been carrying out illicit joint training programs with the Vietnamese Bac Ninh Sports University since 2006.


Over the last five years, the Bac Ninh Sports University has been opening joint training courses at university and postgraduate education levels, carried out in the cooperation with a series of Chinese schools, including the Guangzhou Sports University, Shanghai Sports Academy, Whu Han Sports University and Quang Xi Pedagogical University. Learners spend half of time learning in Vietnam and the other half of time in China, and then get the university degrees granted by Chinese schools.

The joint training programs are illicit

Those students, who join the training programs, do not have to attend any exams to enter the training courses, while they only have to show the high school degrees. There also has been no concrete requirement on the students who apply for attending the postgraduate training courses. No one knows about the actual training quality of the training programs.

The noteworthy thing is that there is no voucher about the receipts and expenses of the four university training courses and six postgraduate training courses since 2006. The Bac Ninh Sports University cannot show any necessary documents about the receipts and expenses, saying that it did not issue invoices, or they issued invoices but then ruined them.

Luu Quang Hiep, former President of the Bac Ninh Sports University, who worked on his post in 2008-2010, said that the training programs should be seen as the cooperation, under which the university helps Chinese schools enroll and train students, not the joint training programs.

“Vietnamese students had the demand for learning, while Chinese schools, which had good relationship with us, asked for us for help, and we agreed to help,” he said.

“We provided material facilities and classrooms where students learned. We also provided lecturers when we could. This both benefited the two parties,” he continued.

The former school president affirmed that thanks to the “reasonable tuitions,” the training programs attracted a lot of students. Especially, there were the students, who gave up the study in accordance with Vietnamese curriculums, to follow the training programs of Chinese schools.

Regarding the tuitions and expenses, he affirmed that every student paid no more than 10,000 yuan in tuition a year.

Illicit training programs inspected

Nguyen Dai Duong, President of the Bac Ninh Sports University, has confirmed that on October 17-19, the Ministry of Public Security’s officials had a working session with the school’s board of management and relevant individuals to clarify the case.

The illicit training programs have been found recently, though they have been running for the last five years, after some postgraduate training courses’ students, who are following the training courses at Shanghai Sports Academy, complained that they were not allowed to attend the training course any more, even though they paid tuitions already.

The students said that they paid tuitions to Luu Quang Hiep and Nguyen Hung Cuong of the Bac Ninh Sports University. However, the money has not been remitted to the Shanghai Sports University.

The students said that they should have begun going to school in July 2011, but they now still have to sit idle. 300,000 yuan have been paid back to inspectors, while both Hiep and Cuong have denied the fact that they collected the remaining sums of money.

On September 26, Do Van Dong, Deputy Chief Inspector of the Ministry of Culture, Sports and Tourism, made a conclusion that the joint training programs carried out by the Bac Ninh Sports University in cooperation with Chinese schools have not been licensed by the State, whic
h is a violation of the laws. Besides, the school has also been found as breaking the laws on finance management.
