Vietnam - A lot of derogations in university training found


VietNamNet Bridge – It seems that joint training programs in cooperation with foreign and domestic schools can bring fat profits, which explains why Vietnamese universities rush to open new training programs, even though do not have licenses from the Ministry of Education and Training (MOET).


Enrolling students for unlicensed training programs

The Bac Ha Junior College of Technology announced that it looked for students to study at the school as their second or third choices (the students, who failed the exams to some universities as their first choice, can register to study at other schools as their second or third choices). 

The students will study three years at the school, if they got the floor marks or higher from the July’s university entrance exams. Meanwhile, the students, who did not get enough floor marks, will have to study for 3.5 years. The floor mark is the minimum mark announced by the Ministry of Education and Training that students must have from the university entrance exams in order to apply to any universities in Vietnam.

Especially, the junior college does not have branch in HCM City, but it still enrolled students in the city. The Center of Modern Economic Matters Training CMET joins forces with the Chu Van An University, the Bac Ha Junior College to enroll students and provide training courses in HCM City, even though they do not have the function.

Vietronics Technology Junior College has been found as enrolling students for 3.5-year regular training after considering the high school learning records, joining hands with some companies to enroll and train students in HCM City without the permission from the Ministry of Education and Training. 

A lot of universities, including the well known ones, have been providing joint training programs even though they do not have the permits from the watchdog agency, or they have been found as ignoring regulations.

The Tra Vinh University has been allowed to join forces with the Filipino Leyte University of Sogod to train masters in a trial basis (3 training courses) at the Tra Vinh University. However, in fact, the school has joined hand with RIMIT to enroll students at the Quang Trung Software Park in HCM City.

Under the current laws, lecturers of the Tra Vinh University can only give English lessons and guide students in internship periods, but in fact, the school’s lecturers take on a lot of subjects.

MOET stipulates that in order to attend foreign run training courses, student must have TOEFL 550 in English skills, but the school announced that 500 points would be accepted.

Joining hands with unaccredited schools

A lot of schools have been found as running the joint training programs not listed among the licensed programs.

The Institute for Finance and Administration IFA in Tan Binh district in HCM City, for example, is enrolling students for the master training course of the Australian Ballarat University. IABM (the Institute of Accounting and Business Management) in district 10 of HCM City has been running a lot of programs for master degrees and doctorates, in cooperation with the US schools which have not been accredited by the US competent agencies. 

It has also been running a program on training masters and PhDs in cooperation with the Filipino Bulancan State University, which has not got license from MOET.

Especially, a lot of schools only have the licenses for providing short term vocational training courses, but they have also been enrolling students for junior college (3-year) and university (4-5 year) training as well. ERC in Phu Nhuan district, for example, has been allowed to provide short term training courses (less than one year), but still enroll students for the joint training program with the British Greenwich University. Similarly, Rafles School in Phu Nhuan district provides junior college and university levels, while it only has the license for short term vocational training.
