1. The 11th Congress of the Communist Party has affirmed that the development of education and training, along with the development of science and technology, is the national policy. It has also emphasized the need for the comprehensive renovation of the Vietnam’s education towards the standardization, modernization, socialization, democratization and international integration.
The Central Committee of Propaganda and the Ministry of Education and Training, have joined forces to organize a lot of workshops, work out with scientists, educators and educational administrators, universities and research institutes to discuss the implementation of the plan to renovate the Vietnamese education.
2. The Communist Party’s Politburo issued Directive No. 10-CT/TW dated December 5, 2011, on the universal preschool education for children at the age of five, the reinforcement of the results of universal primary education and secondary education and adult literacy.
3. The strategy on education development in 2011-2010 has caught the special attention of the whole society. MOET has organized many scientific workshops to collect opinions on the strategies. Local newspapers have reported the opinions of educators, management officers and people about the draft strategy.
4. The draft law on university education has been put into discussion at the second session of the 13th National Assembly.
5. Vietnam has been further promoting the campaign and the movement "Building friendly schools, active students."
MOET has organized a conference reviewing the four year period implementation of the Prime Minister’s instruction No 33 dated in September 2006 about the fighting against wrongdoings and the “achievement” disease.
6. Vietnam continues renovating the education and training by strengthening the decentralization mechanism.
MOET has issued legal documents stipulating the responsibility and the functions of local education departments, which allows to apply the principle of decentralization, but still ensures the concentrated management.
7. Vietnam has set up some policies on the education development in the areas with difficult socio-economic difficulties
8. Pre-school education remains one of the concerning issues which can be seen in the promulgation of the policies on supporting teachers, propping-up lunches for pre-school children, and supporting day boarding students.
9. The government has decided to give allowances to teachers in order to help improve the income of teachers, depending on their length of service.
10. Vietnam has reviewed the 10 year implementation of the plan on sending people abroad to foreign training courses under the program 322.
To date, 4590 people have been sent to the university and postgraduate training courses at 832 schools in 34 countries, which would help increase the number of lecturers at the 150 universities and colleges in Vietnam.
11. Vietnamese students, who attended international Olympiads have won high prizes, with all the 23 candidates winning prizes. Vietnam got two gold medals, 5 silver, 15 bronze medals, and one certificate of satisfactory progress.
Especially, with one gold medal, one silver and 2 bronze medals, the Vietnamese national team attending the international information Olympiad lists itself in the top 15 of the countries which have high achievements.
12. MOET has been strengthening the inspection over schools and joint training programs and violently punished violators. Three schools have been requested to stop enrolling students in 2012, while four other schools have been told not to enroll students for their 12 majors.
