Many
lecturers who have studied for their PhD degrees using state funds are giving
up their teaching jobs because of low salaries and discouraging working
environments.
These lectures were recipients of the
government scholarship program, 322 Proposal, which sends students to developed
countries to pursue higher education.
One such lecturer said he decided to quit
teaching at a public college because its leaders frequently rejected his
initiatives without offering a convincing reason. “I was disillusioned so I
quit,” he said.
Nguyen Hung, another lecturer at a prestigious
university in Hanoi, said 3 of his peers had relinquished work at their
colleges due to meager income and unsupportive working environments.
H., another case, said she left a major
university in the capital because of inflexible working conditions.
Her ideas and initiatives were always turned
down whether they were feasible or not, she said.
Another PhD holder left a reputable college
because it paid him less than VND3 million (US$144) per month, a sum which he
said was just enough to cover accommodations.
A university official admitted rigid policies
and discouraging working environments were an obstacle to the retention of
capable lecturers. But he said many lecturers didn’t contribute that much
before they left.
Nguyen Hung said if lectures didn’t contribute,
it was because the country was yet to have a policy to encourage them to do so.
