Vietnam - Raffles Hanoi ordered to suspend several courses



The Raffles International Training Center Hanoi has been fined and ordered to suspend its illegal diploma and bachelor courses, more than two weeks after similar action was taken against its sister organization in for the same violations.

According to its registration license, the center can open short vocational courses in English, Marketing, Business Administration, Financial Accountance, Tourism and Electronic Trade with a maximum capacity of 150 students at a time.

However, the center has enrolled more than 600 students over the past years for diploma and bachelor degrees, including 238 graduates.

The Ministry of Education and Training inspectors fined Raffles Hanoi VND75 million (US$3,566), Tuoi Tre Newspaper reported.

The center was ordered to stop advertisement and enrollment for these courses, return students’ fees and address other consequences.

Inspectors have also requested the ministry’s Examination and Quality Assessment to consider rejecting the recognition of degrees issued through the illegal courses.

In December 2011, the education ministry fined and suspended illegal courses held by Raffles Ho Chi Minh City.

The center, a member of the Singaporean-owned Education Corporation, is permitted by the Ho Chi Minh City Labor, War Invalids and Social Affairs Department to offer short-term vocational diplomas in fashion design, interior design, graphic design, and multimedia design.

However, it was found to have enrolled 396 students for advanced diplomas and bachelor’s degrees from Raffles College of Higher Education Singapore and bachelor’s degrees from Raffles College of Design and Commerce Australia, Nguyen Huy Bang, the ministry’s general inspector, said.

As a Raffles lecturer now, the situation is pretty blur and confusing, and I feel highly sorry for my students, and doubtful for their future (and my immediate one too)..

Not admitting for sure that our management violated a recruitment interdiction, leading to its programs ban.. Raffles HCMC is the group's cash cow, and the group is committed to generate profits!

Not admitting neither the government's policy as a whole: while they still try to attract foreign FDI and know-how coupled with massive investment, they refuse to re-invest for their next generations' higher level of education; and sorry to say but this is a major need when considering the average level of the students!

How is it possible to publicly argue for a move policy from quantity of education institutes towards quality education when the official solution would prioritize the Vietnamese Universities only?

The trend has started a few years ago and is getting always more topical: Vietnam as a nation is basically saying to the world "Give us some more (big) money as we are still underdeveloped, but keep out of our grass as we can manage our country and your investment alone".

They are making a big mistake. And the foreign investors should think further than the only size of the market before allocating their trust and money into such a government's hands, whose corruption level is well ranked in the world stats.

Anyhow, dear students and future generation of Vietnam, co len! You'll make it better when you have accessed the power, for sure.
