Vietnam - Strikes double in 2011


VietNamNet Bridge – Up to 857 strikes were recorded in Vietnam in 11 months of 2011, doubling that of 2010, reported the Ministry of Labour, War Invalids and Social Affairs (MoLISA).


The MoLISA on January 9, reported at a conference in Hanoi that since 1995, 4,142 labor strikes broke out in Vietnam, including 3,122 at foreign-invested firms of Taiwan, South Korea, Japan, etc., accounting for 75.4 percent.

The number of strikes has been on the rise, especially since 2006. Last year, the number is record high, with 857 strikes in 11 months. The figure was 422 in 2010, 218 in 2009 and 720 in 2008.

The MoLISA’s report says that until now, none of strike was organized legally, though 70 percent of strikes took place at firms which have trade unions. Most of strikes happened in order. However, some strikes had the participation of pertubative elements.

According to the Ministry, strikes broke out because some businesses did not respect the labor law. Popular violations include: employers do not sign labor contracts with employees, do not pay social insurance premium for their employees, employers ask their workers to do overtime, etc. Other reasons consist of the lack of discipline of part of workers, the imbalance between labor supply and demand at some industrial zones that make workers not be afraid of losing job when they join strikes.

Deputy PM Nguyen Thien Nhan said that the increase of strikes in 2011 is dangerous. “There were 857 strikes in the year, averagely 16 in a week. This is a worrying number. We need to consider whether this is a trend or not and whether strikes occur in only several provinces or in many provinces,” Nhan said.

Nhan asked the MoLISA to design a plan to prevent strikes, which must be submitted to the government in March 2012.
