The
Ministry of Labour and Social Welfare and representatives from the
International Labour Organisation (ILO) met in Vientiane yesterday for the
National Legislation Review Workshop on Child Labour.
Speaking during the meeting, Deputy Director
General of the Labour Management Department Phetsavang Sounnalath emphasised
the importance of the meeting, which will review all the relevant legislation
and identify where it is effective and where things could be improved.
Participants discussed both the Labour Law and
the Law on the Protection of Children's Rights and Interests, examining the
content of both laws, how they overlap and interact, and what areas might need
to be clarified, strengthened or enhanced.
Phetsavang told the meeting that the latest
version of the Labour Law came into effect in 2007, after amendments were made
to the previous law. He said the law was reviewed and refined several times
previously in an effort to improve it.
The objective of the Labour Law is to specify
the principles, regulations and measures pertaining to all issues surrounding
employment, including the use of labour, skill development, the adjustment of
labour relationships and the administration of labour, he said.
The ultimate goal of the law is to improve the
quality and productivity of the workforce and ensure the development of a
modernised industrial base, develop the skills of the workforce, and bolster
the economy.
The law is critical to national socio-economic
development as well as regional and international integration, and will
contribute to improving the living conditions of Laos' multi-ethnic people.
Meeting participants also discussed the Law on
the Protection of Children's Rights and Interests, which was adopted
specifically to protect children from exploitation in the labour market.
The National Assembly officially adopted the
law in late 2006 and it was promulgated on Jan 16, 2007.
International Labour Office coordinator for
Laos Ms Khemphone Phaokhamkeo said this law helps to protect children from
violence, unfair treatment, human trafficking, and all other forms of abuse.
But, she said, the legislation now needs
review after five years of implementation. Khemphone thanked everyone for their
participation and cooperation at the workshop and called on participants to
share their ideas on how the laws could be strengthened and adapted to the
reality on the ground and work to protect children, who are the future of the
nation.
The ILO is the international organisation
responsible for drawing up and overseeing international labour standards. It is
the only "tripartite" United Nations agency that brings together
representatives of governments, employers and workers to jointly shape policies
and programmes promoting decent work for all.
