HA NOI — National Assembly chairman Nguyen
Sinh Hung called upon scientists, experts and teachers to contribute to
completing the draft law on higher education that will assure stability within
the country's educational sector.
Hung said at a meeting with educational
experts to work on the law held at the National Assembly yesterday.
He suggested experts and scientists should
focus on analysing and evaluating the advantages and shortcomings of the draft
law, stressing the importance of the law in developing the education sector,
especially at tertiary level.
At the meeting, participants discussed six key
issues, including the operation and classification of higher education
institutes, their autonomy, the public private partnership (PPP) model applied
in tertiary education, regulations and policies for teachers and educational
managers. Right and obligations of students and state management of institutes
was also discussed.
Autonomy and responsibilities of higher
education institutes attracted the most attention from participants.
Dr Duong Van Sao from the University of Trade
Unions said a university could hardly be creative in education and training
activities if they did not have autonomy.
However, autonomy must exist under the
provisions of law, or it would lead to profit-making and would fail to
guarantee the quality of education provided.
Sao said the law should clearly stipulate that
higher education institutes must comply with educational programmes and take
full responsibility for their activities to minimise negative effects.
Former vice chairman of the Government Office
and former secretary of the National Education Council Dr Tran Quoc Toan
agreed, saying the legal framework for the autonomy of higher education
institutions needed to be specific and contain three elements, including State
management; the role of market mechanisms and self-governance of institutions.
Prof. Nguyen Xuan Bao, former rector at the
University of Water Resources said these institutions should be classified and
granted autonomy at different levels: full, half or none.
The draft law on higher education has been
submitted to the National Assembly on a previous occasion, and is again open
for discussion before it is completed and submitted to the National Assembly in
May.
