Vietnam - A lot of private schools on the verge of bankruptcy


VietNamNet Bridge – More and more non-state owned high schools complain that they cannot enroll enough students, which has put them on the verge of bankruptcy.


Several years ago, Vietnam witnessed the boom of private schools, and now it witnesses the schools struggling to survive the difficulties. 

Ngo Si Lien and Dang Tien Dong High Schools in Chuong My district in Hanoi both have the same investor who spent 21 billion dong to build the schools. The schools have more than 70 standard classrooms with light, electric fans and 32 cameras that help management learning hours. There are seven high quality classrooms with air conditioners and teaching aids.

Both the schools have sufficient function rooms, libraries, healthcare room, school yard and sports area. However, no one can say about the future of the school, as the schools now lack students.

In the past, when the schools still belonged to Ha Tay province, Ngo Si Lien had 29 classes. Now when Ha Tay province has become a part of Hanoi, the school has 17 classes only. The number of classes at Dang Tien Dong School has dropped from 24 to five, according to Nguyen Huy Chuyen, President of Ngo Si Lien High School.

An Duong Vuong High School has a large campus of 6000 square meters in Dong Anh town with 30 standard classrooms, including libraries, labs. The classrooms here are equipped with cameras and LCD screens.

Previously, the school had 1300 students. However, after Hanoi got expanded, covering the Ha Tay province, the number of students has been decreasing by hundreds of students a year. There are now only 578 students this year.

Three years ago, there were 76 non-state owned high schools which gathered 52,500 students. In the 2011-2012 academic year, there are 92 schools, but there are only 38,000 students.

Non-state schools treated unfairly

Under the city’s policy on encouraging education socialization, in 2010, 40 percent of high school students studied at non-state owned schools.

In fact, the city’s education and training department has been affectionate to state owned schools when allocating enrolment quotas. As a result, only 21.3 percent of high school students are studying at non-state owned schools in 2012.

The decreasing number of students has made non-state owned schools worried stiff. 

In Dong Anh district, in the 2008-2009 school year, the students of state owned were allocated the quota to enroll 53.3 percent of the ninth grader graduates in the district, while the figure rose to 66.29 percent in 2011-2012. Nine non-state owned schools only had 1000 students to enroll last year.

Currently, the local authorities allocate the investment rate of 4 million dong per student per annum for state owned schools. Meanwhile, non-state owned schools cannot get any money from the state budget, and students have to pay for the investment.

Van Nhu Cuong, Headmaster of Luong The Vinh School, a people founded school, also said that the state should prop up money to support non-state school students, the thing that is being applied in many other countries. Meanwhile, nowadays, as non-state owned schools cannot get any support, they have to impose very high tuitions which are unaffordable to farmers. The schools need help because they also play a very important role to heighten the intellectual standards of people.

Doan Hoai Vinh, an official from the Hanoi Education and Training Department, has said that the leaders of the department would discuss and consider renovating the enrolment mechanism, in order to facilitate non-state owned schools to attract more students.
