Indonesia - Online System Makes The Skies Friendlier


The government said on Thursday that it had streamlined the permit process for foreign flights seeking access to Indonesian airspace and moved it online, which it hoped would eliminate any potentially dangerous confusion.

Airlines, other businesses or individuals will no longer have to file separate paper applications with the three different agencies that oversee the process.

“All the permits are now online and can be received by all the concerned institutions in real time, so there won’t be anymore lag time for supervisory personnel in the field in receiving permit notification,” said Djoko Suyanto, the coordinating minister for political, legal and security affairs.

He said that although permits would still be issued by three institutions ­— the Transportation Ministry for flight approval, Foreign Affairs Ministry for diplomatic permits and the Defense Ministry for security clearance — they were now linked online.

There is now no need, as in the past, to file separate requests with each of the institution, Djoko said.

“Now, only one form has to be filled online,” he said.

It is hoped the simplified system will eliminate any confusion over permit requests.

Djoko, who met with representatives from the three ministries and the armed forces, said they also discussed the proper channels for protesting when countries violated Indonesia’s airspace.

The Foreign Affairs Ministry, he said, will be responsible for informing foreign missions of the new policy.

Defense Minister Purnomo Yusgiantoro has said that the Air Force has to usher away foreign aircraft that enter the country’s airspace without permission almost daily.

Two Indonesian military aircraft intercepted and nearly collided with a Falcon F-900 jet that was carrying Papua New Guinea’s deputy prime minister, Belden Namah, and several other senior government officials who were returning from Malaysia last year. The incident raised tensions between the neighboring countries.

The problem stemmed from differences in flight clearance data between radars belonging to the National Air Defense Command (Kohanudnas) and the airport.
