Vietnam - Construction still continues, though schools will leave in near future


VietNamNet Bridge – The Hanoi People’s Committee has released a decision to relocate universities and junior colleges to the suburbs. However, schools still have got trillions of dong from the State budget to construct more buildings at the campuses in the inner city.


A 15 storey building covering an area of 15,000-16,000 square meters is arising on the campus of the Hanoi Law University. According to Truong Quang Vinh, Deputy President of the school, the construction of the building, capitalized at 175 billion dong, began in 2009, after the design got the approval from the government. The school is expecting the construction to be completed soon, so as to have enough lecture halls and function rooms.

The Hanoi University for Foreign Trade started the construction of the 12 storey building in 2007 and finished in 2009. The building covers an area of 11,000 square meters and has the construction value of 120 billion dong.

However, the two multistoried buildings of the schools prove to make nothing if compared with the 19 storey bloc worth 1160 billion dong of the Hanoi Economics University. The project was kicked off in 2003, and only seven of the 19 stories have been completed. It is simply because the school only gets 30 billion dong from the state budget every year.

Vu Anh Trong, a senior official, complained that the school is lacking classrooms. Some faculties, which have 80 officers, only can use two rooms with the area of 24 square meters only. Therefore, for the time being, the school has to construct the 19 storey building which serves as the central buildings and high quality lecture halls.

Relocating schools, when?

Vinh, of the law school, said that relocating schools to the suburbs is a reasonable decision. However, the relocation needs to follow a roadmap and it cannot be done just overnight. Meanwhile, while waiting for the relocation to be completed, the school still has to keep its operation in the normal track. In order to do that, the school needs to upgrade the material facilities to run the training.

Meanwhile, Bui Thien Du, President of the Phuong Dong people founded University, said that the Hanoi Planning and Architecture Department has suggested two places for the school, one in Soc Son district, and the other in Hoa Lac. However, the locations are still on paper.

According to the Hanoi University of Foreign Trade, the school sent a dispatch to the city’s localities, asking for the permission to set up a campus in Hung Yen province, but it has not got replied in the last six months.

“Yes, the land may be ready. But where to get money to relocate so many schools to the suburbs?” Hoang Van Chau, President of the foreign trade school questioned

No one can say for sure when the relocation of schools can start and when the process can be completed. 

According to Nguyen Ba Can, a senior official of the Ministry of Education and Training, everything is still on paper, while the planning and design works are being made to be submitted to the government in March. The relocation would kick off only after relevant ministries and branches show their viewpoints and the Prime Minister gives a nod.

Can said that the plan to relocate schools to the suburbs kicked off in 2009, when the Prime Minister requested the Ministry of Construction to plan the areas for universities in Hanoi and HCM City by 2050. The projects on building schools or dormitories are the ones approved in the past.

If the plan to relocate schools gets approval, the process would be implemented from now to 2050 with the reasonable solutions and steps for every period. It is necessary to build schools, install electricity and water systems, and develop a transport system. “Relocating schools is a complicated work, which is not like moving a chess piece,” Can said.
