Vietnam - Deputy Minister explains about salaries


If the state has to pay salaries to many people, including those who work ineffectively, it will be difficult to raise salaries for civil servants, said Deputy Minister of Home Affairs Tran Anh Tuan, in an interview with VietNamNet.

One of the important contents in the salary reform plan, which will be submitted to the upcoming Central Party Committee’s meeting by the Ministry of Home Affairs, is paying a salary depending on position.

According to Deputy Minister Tran Anh Tuan, changing the civil servant management mechanism will be the basis to effectively promote salary reform.

Tuan said that the job description for each position will be the foundation for accurately assessing the qualification of civil servants, through which to discover, attract, use and treat talents.

It is the fact that state agencies have redundancies but lack qualified staff. Do you think that this situation will be solved if positions are identified?

This situation has been discussed for a long time but it is a fact. Under the previous mechanism, relevant agencies could not deal with unqualified civil servants. Now the Law on Civil Servants stipulates that civil servants who do not fulfill their missions for two consecutive years will be dismissed.

Well describing job positions will be the basis for recruitment of civil servants. With positions and job descriptions, the arrangement and use of civil servants will be improved. Anyone who cannot meet position requirement will be ousted

What is the difficulty in describing job positions in Vietnam?

Building a system of job positions within state agencies is a new and difficult task in Vietnam. The government has worked out the roadmap for this task, aiming to have 50 percent of administrative agencies to have the structure of civil servants based on job positions by 2015.

The Ministry of Home Affairs has conducted a pilot project to set up job positions in its agencies and the Vietnam Social Insurance Agency. The project has achieved positive results. However, we have found out some difficulties.

Firstly, this is a new task, which need highly political determination. Defining job positions will be the basis to change the management policy of civil servant so this task is hindered by those who do not want reforms.

Secondly, it is popular at state agencies that civil servants are used based on their experience, seniority and a large number of civil servants do not work within their trained fields. Therefore, it will be difficult to re-arrange civil servants.

Prime Minister Nguyen Tan Dung said that the National Assembly would strictly consider state budget for salary of civil servants. Poor management of personnel at state agencies will be a factor that hinders the improvement of salary for civil servant. How can you explain the statement?

In the coming time, the Ministry of Home Affairs will combine with other ministries and provinces to implement the system of job positions in order to create foundation for salary reform.

We will learn experience from the pilot program at the Ministry of Home Affairs and the Vietnam Social Insurance Agency to implement the plan in the nationwide scale.

The system of job positions will be a significant basis to define the number of civil servants in state agencies, which will facilitate salary reform and to pay the way for paying salaries based on positions in the future.

According to the UNDP’s expert on administrative reform and anti-corruption, paying salary based on positions is not very difficult and it should be implemented early, with the first groups of civil servants who are the chief of departments of 22 ministries. What is your viewpoint about this?

Paying a salary based on positions is necessary but this task must be carried out under a roadmap. The Ministry of Home Affairs has cooperated with relevant bodies to finalize the salary reform plan to report to the Central Party Committee’s meeting in April.
