Vietnam - Ignoring MOET’s decision, “suspended” universities still enrolling students


VietNamNet Bridge – The Ministry of Education and Training (MOET) has told some universities to stop enrolling students for some training majors. However, the schools seem to turn a deaf ear to the decision. 



MOET vows to tighten control over university training

MOET on December 29, 2011, released a decision that four universities will not be able to enroll students for their 12 training majors in the 2012-2013 academic year. The decision was made after the watchdog agency discovered that the schools did not have enough permanent lecturers with PhD degree, and they had the ratio of students on lecturers higher than the allowed level.

However, Nguoi lao dong has reported that two of them – the Da Nang Architecture University and Nguyen Trai University still keep enrolling students for the “suspended” majors.

The Da Nang Architecture University has been told to stop enrolling students for the business administration and accountancy majors. However, its notice shows that the school is seeking 1200 students for university level training (4-year training) and 500 students for junior college level (3 year training), including the students for the two majors.

MOET in late 2011 found out that the school did not have permanent lecturers with PhD degree in the two majors, while the ratio of students on lecturers was overly high – 53.4 students per one lecturer, which was double the allowed level.

A school’s report shows that to date, its economics faculty has 25 lecturers, including 5 MAs, 20 bachelors and no PhD.

MOET in 2011 also told the Nguyen Trai University to stop enrolling students for civil engineering technique and economics majors because of the lack of permanent lecturers with MA and PhD degrees. By the time MOET took the inspection tour, the school had had 55 permanent lecturers, poor material facilities with rent classrooms.

However, the school still has announced the plan to enroll 800 students this year, including the civil engineering technique – one of the two suspended majors.

When Nguoi lao dong’s reporters contacted the Da Nang Architecture University at the phone number given in the enrolment notice post on the school’s website, and asked why the school still keeps enrolling students for the suspended majors; Pham Ngoc Dong, Deputy Head of the Students’ Affairs Division of the school, affirmed that the school has been allowed to enroll students for the majors again.

Dong confirmed that the school was once told to stop the enrolment, but the school has asked for the permission from MOET to resume the enrolment. Dong does not have detailed information about the case, but he affirmed that the school is seeking students for the two training branches as well.

Meanwhile, Tran Van Tuyen, Head of the Enrolment Division of the Nguyen Trai University, said that MOET allowed the school to open the new major of civil engineering technique in October 2011. Meanwhile, the ministry decided to stop enrolling students in December 2011, while the major had not carried out any activities by that time. Therefore, the school has reported the unreasonable thing to MOET, and while waiting for the final decision, the school keeps enrolling students.

MOET’s decision ignored?

In fact, the suspended majors of the schools are all their most important majors, and if the schools cannot enroll students for the majors, they would not be able to fulfill the enrolment plan. Therefore, schools have been trying to ask MOET to allow resuming the enrolment.

However, it seems that the MOET’s decision has not been respected, because just after 2.5 months, the schools have obtained the right to enroll students.

Questions have been raised about the training quality of the majors, once the schools do not have enough lecturers with PhD degrees and other conditions that ensure the quality of training.
