Vietnam - Schools for IZ workers’ children still under construction in the last 20 years



VietNamNet Bridge – To date, no agency or institution has claimed the responsibility for building nursery schools for IZ workers’ children. That explains why the school development plan still remains on paper over the last 20 years.


Local authorities advocate school development plan

According to Do Thi Thu Hien, Deputy Chair of the Linh Trung ward in Thu Duc district, there are 36,000 immigrant workers residing temporarily. The local authorities have reckoned up the number of children and compiled a plan to build nursery schools. However, there has been no reply from the higher levels for the plan.

Hien thinks that it would be better if the enterprises come forward and build schools for their workers’ children, while the local education sub-department takes responsibility for the education quality.

Nguyen Thi Thuy Nga, Deputy Head of the education sub-department of Thu Duc district, also thinks that once investors develop industrial zones, they should also think of building schools as well.

There is no industrial zone in Linh Xuan ward, but there are 27,400 immigrant workers residing here. Le Nguyen Trong Quoc, Deputy Chair of the Linh Xuan Ward, said that the very high demand for schools for workers’ children has not been satisfied. The local authorities have asked the district’s authorities allocate land for building nursery schools.

Tay Thanh ward in Tan Phu district, where the Tan Binh industrial zone is located, is containing 20,000 immigrant workers. The three nursery schools and 15 household run classes here still cannot meet the demand.

Ngo Xuan Dong, Head of the education sub-department of district 7, said that the 19 state owned schools can only satisfy 50 percent of the demand.

A senior official, who asked to be anonymous, admitted that the majority of household run classes cannot meet the requirements on material facilities and teaching staff. However, the local authorities have to “turn a deaf ear” on the problem, because if they order to close the classes, there will be no class for workers’ children.

The official also believes that it is the responsibility of the industrial zones’ management board and the enterprises employing workers to build schools.

Workers told to keep waiting

Meanwhile, the enterprises which employ workers, have said that they are ready to spend money to build schools, but they have not got replies from the HCM City Management Board of Industrial Zones and Export Processing Zone (HEPZA).

Tran Thi Hong Van from Nissei Company has affirmed that the company has proposed to build schools to the higher authorities. However, she thinks that the procedures would be very complicated, and workers have no other choice than waiting. Nissei has 6000 workers, 90 percent of them are female workers. Hoang Xuan Thai from FAPV has also affirmed that the plan on building schools has been submitted to the higher authorities.

In fact, some enterprises have built nursery schools in their precincts, such as Viet Thang Textile in Thu Duc district, Ha Giang Embroidery and Food Processing Company in Go Vap district. However, the Viet Thang’s nursery school has been removed for the construction site, while Ha Giang is not located in industrial zone.

Meanwhile, the manager of a food company with 2000 workers in Tan Thuan export processing zone, has affirmed that the responsibility for building schools must be taken by the export processing zone and HEPZA. “We cannot buy land plots outside the zone to build school and employ teachers. We can only contribute money to the construction,” he said.
