Bridge – Viet Nam's ministries and
sectors simplified more than 2,800 administrative procedures in the first
quarter, according to a report released yesterday, April 12, by the Government
Office's Administration Procedures Control Department.
The
result represented significant efforts by the Government and various ministries
to reduce the burdens on citizens and businesses, said Ngo Hai Phan, head of
the department.
"The
picture of administrative reform procedures is much brighter now compared to
the previous quarter," Phan said. "We know that even one small change
in administrative reform could affect millions."
The
report also suggested that most ministries and sectors had made progress in
issuing legal normative documents that assess the quality of administrative
procedures, which are critically important to uncovering any unnecessary
procedures.
In the
first three months, the Government Office said it controlled quality and
updated nearly 7,500 administrative procedures to a national online database.
The
Office will soon issue official instructions for ministries, sectors and
localities on how to compile reports on the results of administrative procedure
reforms, how to publish and increase transparency of administrative procedures
and how to deal with complaints.
Despite
the progress that had been made, the Department said several ministries, such
as Information and Communications, Transport, Defence, and Justice, had yet to
announce administrative procedures on the national online database as required.
Participants
also agreed that ministries, sectors and localities had not been effectively
dealing with complaints from individuals and businesses and many of the
unnecessary administrative procedures had not been eliminated. Slow progress in
dealing with complaints had also reduced public trust in bureaucratic
efficiency.
Representatives
from ministries and sectors, however, called for the Government to provide
better salaries and working conditions for staff involved in administrative
procedure control.
Doan
Trong Ly, director of feed company Aprocimex, said businesses acknowledged the
Ministry of Agriculture and Rural Development's efforts to cut unnecessary
administrative procedures but many were still there to simply "make it
difficult" for businesses, such as administrative procedures related to
import and export activities.
"We
want transparency and for all new regulations, decrees and circulars to be
publicly announced to minimise the amount of unnecessary red-tape," Ly
said. "Businesses must not be left out of the process of reforming
administrative procedures."
In
2011, the Government identified 4,571 administrative procedures that needed to
be simplified during the reform process.
