Vietnam - Vietnam yet to issue Canadian’s death certificate

Cathy Huynh died mysteriously in the beachside city of Nha Trang, Vietnam on August 2, but a month after, her death certificate still has not been issued by Vietnamese authorities.

Le Duc Phai, a relative of Cathy Huynh in Vietnam, confirmed with Tuoi Tre News on Saturday that the deceased’s family has yet to obtain her death certificate.

“Local authorities in Nha Trang told us that they are not able to issue the death certificate because the exact cause of her death remains unknown,” Phai said.

Phai added the primary school in South Korea where Cathy Huynh had taught English has demanded her death certificate so that they could pay her family insurance premium.

Meanwhile, Le Thi Hong Thanh, vice office chief of Khanh Hoa’s Justice Department, told Tuoi Tre News that pursuant to the governmental decree No. 158, Khanh Hoa’s Justice Department is responsible for granting Cathy’s death certificate because she died in the province.

But Thanh said the department is not authorized to issue a death certificate without knowing the cause of death.

According to Thanh, to get the death certificate, the deceased’s family has to submit to Khanh Hoa’s Justice Department the following documents: a report of death from the hospital (cause of death included), confirmation of temporary residence signed by the owner of the hotel where Cathy stayed, passport, and a diplomatic note by Ho Chi Minh City-based Canadian Consulate that asked Khanh Hoa authorities to help in obtaining the death certificate.

In related news, the test results of Karin’s medical samples - sent to Hanoi for analysis on August 14 - have yet to be released.

In previous reports, on the afternoon of July 30, Cathy Huynh, a 27-year-old Canadian and her 28-year-old traveling companion, American Karin Joy Bowerman, felt tired and had the owner of the hotel where they shared a room during their week-long vacation in the city call a taxi to drive them to hospital. It has been reported that the two females vomited repeatedly.

They were reportedly fully conscious upon being hospitalized at a military hospital, but later died at another state-owned hospital under unusual circumstances.

In other news, Thai authorities on August 30 released test results under which Canadian sisters Audrey and Noemi Belanger, who died mysteriously on the holiday island of Phi Phi on June 15, were killed by insecticide.
