President Truong Tan Sang has attended sessions on food security,
economic situation in the world and Asia-Pacific, and regional economic
integration at the 20 th APEC Economic Leaders Meeting in Vladivostok, Russia.
This is the first time food
security issue has become the main topic of one session at the APEC forum.
At the session on food security
and innovative growth, Russian President Vladimir Putin said food security has
become a global challenge and APEC, as the region’s leading economic
cooperation forum, must take strong actions.
President Truong Tan Sang
emphasised that efforts to ensure food security should be combined with the
national development strategy, economic restructuring process, the
implementation of Millennium Development Goals and activities to cope with
climate change.
Agricultural and rural
development is the first breakthrough in Vietnam’s renewal process and remains
an effective measure to help the country stabilise its macro-economy, maintain
growth and ensure social welfare, said Sang.
He proposed APEC member economies
boost cooperation with ASEAN, ASEAN+3, and south-south cooperation so as to
practically assist developing nations in ensuring food security.
At a session on economic
situation in the world and Asia-Pacific, leaders shared their assessments on
challenges to economic recovery, the risk of growth degradation and in-depth
impacts of unstable financial market and high public debts in Europe .
On the topic, President Sang
suggested APEC pay more attention to assisting its member economies in economic
restructuring and renovating growth models and make further contributions to
the reform of the global financial and economic management mechanisms in an
effective, democratic and equal manner and bringing into play the role of
newly-emerged and developing economies.
At another session on regional
economic integration, President Sang laid stress on the urgency of the demand
for increasing regional economic integration and cooperation, considering it
the key to maintaining each member economy’s growth rate and the dynamic of the
regional economy.
He suggested APEC prioritise the
establishment of reliable supply chains to ensure sustainable sources of energy,
fuels and food supply.
APEC should attach importance to
sharing experiences in building and implementing policies, facilitating efforts
by developing economies to participate in global supply chains, boost
cooperation and link with regional and sub-regional connectivity programmes and
projects, said the Vietnamese President.
Right after the session,
President Sang joined APEC leaders in the dialogue with the APEC Business
Advisory Council (ABAC), an annual important event held after meetings.
Businesses highlighted and voiced
their strong support to cooperation agreements that governments of APEC member
economies are focusing on.
They put forth proposals to speed
up the integration of regional financial market, expand service cooperation,
infrastructure investment, energy security and sustainable urban development.
APEC leaders welcomed the
business community’s proposals, affirmed the prospects for regional economic
connectivity and emphasised the essential role of partnership between the
governments and business community.
The two-day event officially
wrapped up on Sept. 9 with the adoption of the Declaration “Integrate to Grow,
Innovate to Prosper” and five documents on innovation growth, energy security,
trade liberalisation in environmental goods, education cooperation, fighting
corruption and ensuring transparency.
The declaration and the documents
affirmed APEC leaders’ strong determination to promote regional economic
integration and raise the forum’s international prestige.
The conference highlighted Russia
’s successful organisation of APEC events in 2012 with a number of proposals
and initiatives reflecting the country’s increasing role in the region.
It also highly valued Indonesia
’s active preparations to host APEC in 2013 and welcomed the offer of China ,
the Philippines and Peru to host APEC in 2014, 2015 and 2016, respectively.
APEC 20 marks an effective and
ebullient cooperation period of the forum. APEC has become increasing strong,
affirming its role as a leading economic connectivity and cooperation forum in
Asia-Pacific.
President’s meetings on sidelines
of APEC 20
President Truong Tan Sang has met
with a number of leaders of the Asia-Pacific Economic Cooperation (APEC)
members on the sidelines of APEC 20 in Vladivostok, Russia.
During his meeting with Russian
counterpart, Vladimir Putin on Sept. 8, the two sides have discussed practical
measures to make Vietnam-Russia relations more substantial and effective.
The two leaders praised the
signing of a document on impact research to kick- start negotiations on a Free
Trade Agreement (FTA) between Vietnam and Customs Alliance members including
Russia, Belarus and Kazakhstan in the first quarter of next year.
They expressed hopes that after
being signed, the FTA will create a new framework for further promoting
economic, trade and investment cooperation among all parties concerned.
The two leaders agreed to
strengthen multifaceted cooperation between Vietnam and the Far East in areas
such as mining, wood processing, garments and textiles, seafood production,
education and training.
President Sang said Vietnam is
keen to invest in the Far East, adding that with its experience and advantages,
the country can help Russia fully tap potential in the Far East.
For his part, Putin said his
country will create favourable conditions for Vietnamese businesses to carry
out long-term investment projects.
On the same day, President Sang
met with the prime ministers of Japan, Singapore, Australia and the head of the
US Delegation.
At the meetings, the leaders
spoke highly of Vietnam’s efforts in innovating its economic growth model and
comprehensive international integration.
The officials agreed that it is
necessary to maintain peace, stability and security in the region and promote
cooperation and economic integration as well as strengthen solidarity and
uphold the central role played by ASEAN in the regional structures, towards the
aims of building the ASEAN Community by 2015.
On September 9, Sang had
bilateral meetings with the presidents of the Republic of Korea (RoK) and the
Philippines.
RoK President Lee Myung-bak
expressed his delight at the fine development in the strategic partnership
between the two nations over the years and spoke highly of diverse activities
launched in the Vietnam-RoK Friendship Year 2012.
He said both sides need to
further step up economic and trade cooperation, to lift two-way trade to 20
billion USD before 2015.
Sang asked the RoK side to create
the best possible conditions for Vietnamese guest labourers to work there in
the future.
At another meeting, Sang and his
Filipino counterpart Benigno S. Aquino discussed ways to upgrade bilateral
ties.
They agreed that in the near
future, ASEAN needs to reinforce solidarity, give top priority to building an
ASEAN community by 2015 and bring into full play its central role resolving
important issues for the sake of peace, security and prosperity in the region.
While in Vladivostok, President
Truong Tan Sang met with the Russian President's Representative in the Far East
Federal District, Victor Ishayev, and Primorie regional Governor Vladimir
Miklushevsky.
At the meeting with Ishayev,
President Sang praised Russia’s thorough preparations for the APEC Forum 2012
and said he hopes that the event will be successful and help promote
development connectivity, as well as deal with the current difficulties APEC
members are facing and elevate Russia’s status in the ongoing situation.
He also proposed opening direct
Vietnam-Far East air routes to facilitate trade exchanges.
Ishayev said Russia is seeking
partners in the Asia-Pacific region and he agreed to open a direct air route
between Vietnam and Vladivostok.
While receiving Primorie regional
Governor Miklushevsky, President Sang highlighted cooperation opportunities
between Vietnam and the Primorie region, as well as the Far East as a whole.
He thanked the Primorie's
administration and its people for helping the Vietnamese community living and
studying in the region and for creating favourable conditions for the
Vietnamese Consulate General to operate efficiently.
On Sept. 9, Sang and the
Vietnamese delegation left Vladivostok for Astana, Kazakhstan for a state visit
to the country.

Vietnamese, Chinese Presidents
meet on APEC sidelines
Vietnamese President Truong Tan
Sang and Chinese Party General Secretary and State President Hu Jintao met on
September 7 in Vladivostok, Russia, on the sidelines of the 20th Asia-Pacific
Economic Cooperation (APEC) forum.
At the meeting, the two leaders
said the Vietnam-China traditional friendship is a valuable treasure of both peoples,
and both sides should be responsible for inheriting, maintaining and promoting
the ties.
Sang affirmed that unceasingly
strengthening and consolidating the Vietnam-China friendship relations is a
consistent, long-term and strategic policy of the Vietnamese Party and State.
For his part, Hu said the Party,
State and people of China attach great importance to the friendship with the
Party, State and people of Vietnam.
The two stressed the great
significance of unceasingly strengthening the political confidence, further
deepening the Vietnam-China comprehensive strategic cooperative partnership in
the current situation.
Both leaders agreed on major
orientations to promote the two countries’ relations in the coming time,
including the exchange of visits and meetings between the two countries’
high-ranking leaders, the cooperation in economics-trade, the strengthening of
the people-to-people exchange, the dissemination of information on friendship,
and the close coordination at regional and international forums.
Regarding issues at sea, the two
sides should be persistent in solving the East Sea issue satisfactorily through
negotiations and dialogues, not let the issue negatively impact the stable
development of the two countries’ bilateral relations.
Sang highlighted that while
solving the East Sea issue, both sides need to strictly implement the agreement
on fundamental principles guiding the settlement of the issues at the sea, and
solve satisfactorily all disputes and arising issues through peaceful
negotiations. The work must be based on international law, especially the 1982
United Nations Convention on the Law of the Sea and the Declaration on the
Conduct of Parties in the East Sea (DOC), proceeding to the Code of Conduct in
the East Sea (COC).
President Sang took this
opportunity to wish the 18th Chinese Party Congress a success.
President stresses water
resources at APEC event
Water has become a scarce
strategic resource on the globe, impacting not only economic development but
also security environment of many countries and continents all over the world,
President Truong Tan Sang has said.
Speaking at the 2012 APEC
business summit in Vladivostok, Russia, on September 7, the President stressed
the need to have a comprehensive approach and pay full attention to the
sustainable exploitation, use and management of water resources around the world.
It is necessary to form an APEC
dialogue mechanism on water resources, in combination with the new APEC growth
strategy, he said.
As a co-chair of the discussion
on water, the President highly valued the role and contributions by businesses
in their investment in research and development in order to conserve and
effectively use water resources.
He urged the businesses to
promote their social responsibility, help raise the public awareness and invest
in technology research and transfer to effectively use water resources.
On the same day, President Sang
visited the National Nevexki Maritime University and delivered a speech at the
Vietnam-Russia business talks within the framework of bilateral activities with
Russia.
At the Vietnam-Russia business
forum with the participation of more than 200 firms form both sides, Sang
highlighted the two countries’ great potential for cooperation, saying that
Vietnam is interested in Russia’s implementation of its development strategy
for the Far East by 2025.
Vietnam is considering Russia’s
proposal on the establishment of joint ventures in the production and
processing of agriculture, seafood, furniture and apparel.
The country always pays special
attention and priority to the development of comprehensive cooperation with
Russia, Sang affirmed.
The same day, he received
representatives of leading US groups to the APEC business summit.
Later, the President hosted a
banquet for leaders of major regional groups and affirmed Vietnam ’s
determination to strongly implement its economic structuring and growth model.
Participants highly valued
Vietnam’s efforts in maintaining macro-economic stability, curbing inflation
and implementing comprehensive international integration.
On September 8-9, President Sang
and his entourage will attend the 20th summit of Asia-Pacific Economic
Cooperation (APEC) forum and take part in other activities.
President meets with OV in
Vladivostok
President Truong Tan Sang held a
meeting on Sept 6 with overseas Vietnamese who are working and learning in
Russia’s city of Vladivostok.
President Sang is in Russia to
attend the 20th Asia-Pacific Economic Cooperation (APEC) Summit, at the
invitation of President Vladimir Putin.
The president listened to the
opinions and wishes of overseas Vietnamese, and affirmed that the Party and
State always pay attention to and take care of Vietnamese living in foreign
countries.
He suggested that Vietnamese
businesses in Russia need to take advantage of the coming Free Trade Agreement
(FTA) negotiation between Vietnam and the Russia-Belarus-Kazakhstan Customs
Alliance, adding that this will be a good opportunity for them to expand their
operations in the country.
The State leader also asked the
Vietnamese community to contribute to nurturing the two countries’ friendship
and support each other in their lives.
