The sixth plenum of the 11th Communist Party of Vietnam’s Central
Committee opened in Hanoi last week is focusing on many issues of national
importance.
The 15-day meeting’s agenda will
include discussions about Vietnam’s socio-economic situation for 2012, the
socio-economic development and the state budget estimates for 2013. Emphasis is
being placed on ways to continue improving the efficiency of the state-owned
enterprises; policies and law regarding land use; education and training
reforms, and scientific and technological development.
The agenda also entails personnel
planning for the Communist Party of Vietnam’s Central Committee (CPVCC),
Politburo, Secretariat and key State and Party leadership titles, a report on
the outcomes of self-criticism and criticism of the Politburo and Secretariat
in the spirit of the Resolution on Party Building.
Addressing the meeting, Party
General Secretary Nguyen Phu Trong underlined that the meeting would delve into
Vietnam’s socio-economic development in 2012 and 2013, in which the CPVCC needs
to clearly explain development viewpoints, guideline, general targets and the
most fundamental and important indices for 2013.
He said in the near future,
“attention remains for curbing inflation but more priority must be given to
stabilising and making the macro-economy healthier, improving the investment
climate, developing production and trade, regaining growth momentum and ensuring
social welfare. This will all be combined with renewing growth models and
restructuring the economy to provide a strong foundation for higher growth
during the remaining years of the five-year plan.”
He also underscored the need to
reform SOEs as renewal of SOEs was “a big and difficult issue” that has already
been subject to considerable guidance from the Party and the State over the
past 11 years.
“We should pick up some important
issues to discuss then make policy to over come this,” he said. “It is highly
recommended that in-depth analysis on the situation and causes of each issue be
made.”
Only when correctly assessing the
issues’ causes and situations could proper and feasible solutions be taken to
improve SOEs, Trong said. Trong also said the meeting should also address land
issues and consider amending the existing Land Law. The discussion would result
in a resolution which would be used as an orientation for the amendment of this
law.
Improvements, Trong said, can be
made in “regulations on land prices, land revoking and compensation, supporting
those with land reclaimed and resettlement, mortgage of land use right at
banks, the use of state-owned farms and provision of houses and production land
for ethnic minorities’ people.”
He also stressed issues of
building the Party by saying since the CPVCC, the Politburo and Secretariat had
issued many key documents and made big efforts to implement these key tasks.
Particularly, the fourth CPVCC
meeting’s Resolution on urgent issues in Party building, issued in January
2012, is being currently deployed on schedule.
