Singapore - Careful consideration needed in expanding university places

SINGAPORE: Minister of State for Education Lawrence Wong has said the approach adopted in expanding the university sector will have broad implications, not only for those contemplating higher education options but also for society at large.

Mr Wong leads a committee which is looking at university education pathways beyond 2015, first flagged by the prime minister in his National Day Rally speech.

Writing on his ministry's Facebook page following the committee's first meeting last week, Mr Wong said it is not just creating more places for university education.

He said some of the factors to consider include the capacity of the economy to generate sufficient degree-level jobs in the future and how to maintain the quality of university education as the intake is expanded.

He said his committee will be deliberating over these issues. Mr Wong said internationally, different approaches have been taken.

On one end of the spectrum, there are countries that have rapidly expanded their publicly-funded university places.

But this, he said, tends to result in an oversupply of graduates, who are then at risk of becoming unemployed or underemployed.

On the other end, there are countries that have kept tight controls over their publicly-funded university places. They usually have a larger private university sector to meet the demand for university education.

Mr Wong said his committee intends to consult all stakeholders in its deliberations.
