Vietnam - Deputy Health Minister uses fake doctoral degree

VietNamNet Bridge – Police have confirmed that Deputy Minister of Health, Cao Minh Quang, used a fake doctoral degree.

Investigators from the Internal Political Security Department under the Ministry of Public Security, confirmed that Deputy Minister Quang has yet to obtain the doctoral degree in pharmacy as he claimed.

The investigation of Quang’s diploma was conducted after a resident in HCM City, Ngo Minh Nho, accused Quang of falsely claiming that he has a PhD in Pharmacy. 

In his CV, Quang declares that he got a certificate of Licentiate of Pharmaceutical Sciences that he claims is equivalent to a doctoral degree in Pharmacy, from the Uppsala University in Sweden. 

Accordingly, Quang studied at the Uppsala University from 1991 to 1994 and defended his doctoral thesis there. Thus, Quang has the title “PhD in Pharmacy” printed on his business cards.

However, the university confirmed that the certificate it granted to Quang on October 26, 1994, is merely a certificate required for pursuing the PhD program. This certificate was granted to Quang’s research entitled “Phytochemical and Pharmacological evaluation of Choerospandias axillaris, a Vietnamese medical plant used to treat burns.”

It is also reported that a Deputy Minister of Education and Training, who was about to retire, has certified that Quang’s certificate is equivalent to a doctoral degree.

Nho also accused Quang of bullying inferiors who were not in his team. The accusation has been transferred to the Government Inspectorate for investigation.

Deputy Minister Quang is also facing another scandal. BV Pharma, pharmaceutical company, accuses him of being pressured into lending him VND2 billion (US$96,000) in 2007.
