Vietnam - Universities rush to open joint training programs


VietNamNet Bridge – Universities and junior colleges are rushing to open joint training programs under which they cooperate with foreign schools to train Vietnamese students. Many of the programs have not been licensed by the Ministry of Education and Training (MOET).


The Vien Dong Junior College has announced the launching of the program on “training bachelors in accordance with the US standards” under the mode of 2+2 (students spend the first two years studying at the Vien Dong College and the next two years at the US school).

Under the program, the college joins forces with Valdosta University to train students in two groups of majors, including business administration (accountancy-finance, international trade, marketing…) and natural sciences and arts (biology, chemistry, English, Mathematics and Computing Science…).

The college begins taking applications from students from October 15, while students will begin studying on October 30, 2011.

However, Tran Thanh Hai, President of the college, admitted that the joint training program has not been licensed by MOET.

The college has also affirmed that it has been cooperating with a lot of foreign schools, namely Taiwanese Cheng Shiu University, Chinese Thien Tan University, Irish European Business Institute and Thai Rajamangala University.

The Binh Duong University has the permission from MOET to cooperate with Thai Assumption University to run a joint training program. However, in fact, it is enrolling students for a lot of other joint training programs, including the ones in cooperation with Russian Saint Petersburg University, the US Benedictine and Apollos Universities, Singaporean Audirium University, and South Korean Hang Kyong, CĐ Kyung Buk and Fausang.

Tien phong newspaper has found out a lot of other schools, including the HCM City Industry University, Ton Duc Thang, the HCM City Economics & Finance University, Gia Dinh Information Technology University and Nguyen Tat Thanh are all carrying out joint training programs without the permission of MOET.

Enrolling students now or…missing opportunities


The International Training Institute under the Nguyen Tat Thanh University has gotten MOET’s permission for three joint training programs. These include the cooperation training program with Australian Chisholm College (business administration, marketing), with Malaysian Edexel School (hotel management) and Singaporean FTMS Global (finance & accountancy).

However, in fact, it is running a lot of other joint training programs as well. For example, in training finance & accountancy bachelors, the school also has a joint training program with the British Anglia Ruskin University, while in training business administration bachelors; it also has a joint training program with California University. It is also joining forces with the British Gloucestershire University to train students in hotel management.

The representatives of some universities and junior colleges have revealed that the foreign partners only have “turned a green light on” for a certain period, which means that if the Vietnamese schools do not enrolling students right now, they would miss the great opportunities. Therefore, schools decided to sign cooperation agreements and enroll students first, and then ask for the permission from MOET.

The Ton Duc Thang University, for example, has been allowed to join forces with the Dutch Saxion University to train students in accountancy & finance and electric & electronic technique. However, the school has spontaneously enrolled students for business administration major as well.

Ton Duc Thang University’s Deputy President Trinh Minh Huyen has admitted that the school has not got the permission for the major yet, saying that the school is following necessary procedures to obtain the license.

Meanwhile, Cao Viet Hung, Deputy President of the Binh Duong University, has also admitted that the school only has the license for the cooperation programs with Thai Assumption University, while the programs with some Russian, the US, and South Korean schools have not got licenses yet.

Hung said that he cannot delay the enrolment, because it will take some more time to obtain the license and by that time, the opportunities would be missed.
