Singapore - Singapore, India to enhance linkages & exchanges


SINGAPORE: Singapore and India will collaborate in vocational skills cooperation and inter-parliamentary exchanges.

Both sides will sign a Memorandum of Understanding (MOU) on cooperation and personnel management and public administration.

A regular dialogue will be established between Singapore's Parliament and the Lok Sabha (Indian Lower House of Parliament).

Singapore and India will also launch a programme to promote exchanges in the arts and heritage.

These new areas of cooperation were outlined during a meeting between Singapore's Prime Minister Lee Hsien Loong and his Indian counterpart Dr Manmohan Singh on Sunday.

The Indian prime minister is in Singapore on a two-day official visit. 

Singapore's Ministry of Foreign Affairs (MFA) said in a statement that the leaders agreed that these initiatives will further boost the strong institutional linkages and exchanges in the bilateral relationship. 

The leaders also reaffirmed the excellent state of bilateral relations that continue to deepen and broaden in scope.

These cover areas such as high-level consultations, trade and investment, defence, security, education, culture and people-to-people ties.

On the Comprehensive Economic Cooperation Agreement (CECA) between Singapore and India, MFA said the leaders expressed the hope that the early conclusion of the ongoing second review will further enhance the vibrant economic relationship.

Mr Lee, who hosted a lunch for Dr Singh, said he hopes to conclude a review of it early to enhance trade and investment links.

The leaders agreed that economic linkages have expanded considerably since the conclusion of the CECA in 2005.

MFA said that in their wide-ranging discussions, the prime ministers exchanged views on international and regional developments, including the global economic situation, as well as outcomes of the recently-concluded ASEAN-India Summit and East Asia Summit.

Prime Minister Singh spoke about India's high regard for Singapore as a key partner in the region.

India's Look East policy started with its engagement of Singapore, and Singapore has been among the strongest advocates for closer cooperation between India and Southeast Asia. 

Mr Lee expressed the hope that India will continue to deepen its engagement of Singapore and Southeast Asia including ASEAN. 

He also expressed Singapore's support for India's bid for permanent membership in an expanded United Nations Security Council.

Mr Lee also accepted an invitation from Prime Minister Singh to visit India next year.

Dr Singh paid a courtesy call on President Tony Tan Keng Yam. He also met former Minister Mentor Lee Kuan Yew and Emeritus Senior Minister Goh Chok Tong.

Prime Minister Singh and Mr Goh officiated the unveiling of the Jawaharlal Nehru Marker at the Asian Civilisations Museum Green, underscoring the historical links between India and Singapore.

The Indian prime minister returns to New Delhi on Sunday evening.
