Vietnam - Ignoring the laws, general school students still drive motorbikes to school

VietNamNet Bridge – It seems that the regulation on prohibiting general school students to drive motorbikes to school has never been valid. Despite the big efforts by relevant ministries and agencies, policemen and educators, students still use motorbikes as their main mains of transport.

All the high schools in Hanoi, both state owned and non-state owned ones, have the areas for motorbikes to park, where one can see rows of motorbikes parked neatly. All the students entering the schools were seen leading bicycles.

The scenery may make people think that grammar school students nowadays do not dare to break the traffic laws. However, in fact, a lot of them break laws every day, because they still drive motorbikes to school. However, they do not let their teachers know that, because they leave their motorbikes at the parking lots located outside the schools.

A lot of private run parking lots have been arisen to satisfy the increasingly high demand. The parking areas at the Phan Chu Trinh – Hai Ba Trung crossroads are always full of motorbikes since 7.30 am every day. The car keeper here said that most of the motorbikes belong to the students of the Tran Phu and Hoan Kiem high schools.

Meanwhile, the large pavement at the Ly Thuong Kiet – Ba Trieu crossroads proves to be the ideal place for the students of the Vietnam-Germany High School to park their motorbikes. The owner of the parking lot, a woman aged 50, told reporters that the demand for parking service has been increasing, because students nowadays are too busy and they need to go to school on motorbike.

Meanwhile, schools’ management boards do not allow students to go to school on motorbike. Therefore, students have to “dodge the laws” by leaving their motorbikes at the parking areas outside the schools before entering the classes.

The woman revealed that taking care for customers’ motorbikes is a profitable business. She collects 5000 dong for taking care for every motorbike. As such, with nearly 100 motorbikes left at her parking lot a day, the sum of money she can earn is really big, which is really the “dream” of many office workers.

Students have to “play tricks” in order to drive motorbikes to schools and escape from the punishment of the schools. In general, they never wear school uniform when driving motorbikes. The uniform can show that the driver is just a general school student, and he would be caught by the policemen.

“It would be better to wear the uniform and then have a coat that can hide the uniform,” a student of the Tran Phu High School said on Lao dong newspaper.

Meanwhile, Minh Duc, a student of the Vietnam-Germany, said that reporters have also joined forces with the police in the campaign to prohibit students to drive motorbikes. Therefore, he always tries to hide the uniform and the school logo, in case the logo of the school appears in the pictures to be taken accidentally by reporters.

“If you strictly follow the laws when you join the traffic, you wear helmets and you do not park your motorbike at the school yard, no one can know that you are a student,” Duc said.

An official of the Hanoi Police Station has admitted that his officers have joined forces with schools to prevent students from driving motorbikes. However, the efforts have not helped much because students and parents are not cooperative.

Parents themselves think that their children need to drive motorbikes to school to save time. Phuong Duyen, a parent whose child is studying at the Hung Vuong High School in HCM City told Phap luat Vietnam that she is busy at work and does not have time to bring the child to school; therefore, she has to let the child go to school on motorbike. Meanwhile, going on bus is not the choice of students, because it takes too much of their time.
