Traffic jams would not occur if people obey the traffic laws and to stand each other on the road. But they only care for their own interest and after all, the entire society is jammed.

The State needs to impose tougher penalties on traffic law violators in order to prevent and restrict repeat offence.
In the long run, it is a must to build a modern subway system in Hanoi and HCM City.
