Vietnam - Malwares threatening state agencies


VietNamNet Bridge - More than 1500 electronic portals in Vietnam were controlled by hackers, who disseminated malware and hijacked. 


Meanwhile, 1/3 of imported computers were found as infected with malicious codes. It seems that state agencies still keep negligent at the risk of the malware attacks.


The worrying figures

At the meeting on the improvement of the information safety at state agencies held by the Ministry of Information and Communication, participants heard worrying figures about the attacks of hackers.

A68 Agency under the Ministry of Public Security said that the officers of the ministry has recently discovered a lot of information systems and information portals of state agencies, including the ones of essential agencies of the Communist Party and the State being infected of malwares, or they were even hijacked.

It has found out that hackers have broken into 1500 information portals, installed malwares with the deliberated purpose of collecting information and hijacking the systems. Meanwhile, Vietnam has been added into the top 5 of the countries with the highest volume of spam emails in the world. It is clear that 2011 is a “hot” year in network security in Vietnam.

A representative of the Ministry of Public Security has also warned that over the last two years, when examining the import computers and devices, the ministry has found 1165 out of 4892 imports, or 1/3 of the imports, as infected with malware. State agencies have been advised to examine the import equipments thoroughly before putting them into use.

Keeping excessively careless

Experts have pointed out that the biggest reason behind the current problem is the excessive carelessness of the officers of state agencies.

“A lot of key agencies in Vietnam still use foreign email addresses for sending important secret documents to their staff. Some agencies and individuals have suffered heavily from this,” the Ministry of Public Security has warned.

An officer of the Ministry of National Defense said that in fact, state agencies all have set up the regulations on protecting information, but they still lack discipline.

Many officers compile top confidential documents on their computers and then sent them through Internet to other officials to collect opinions. In other cases, they copy the top secret documents into USBs and give the USBs to others.

“This is really a big threat to the whole information systems of state agencies,” he said.

State agencies have also been urged to keep tighter control over the liquidated equipments. In some cases, when computers were brought to shops for fixing, the secret information kept in the computers were stolen at the shops

Difficulties come from all sides

Nguyen Huu Chinh, Head of the Information Technology Agency of the Ministry of Natural Resources and the Environment said that a lot of information technology projects have not been implemented as previously planned, because the projects were not budgeted in the context when Vietnam has to cut down public spending.

He said that the money allocated to the ministry in 2012 is only big enough to ensure a half of the procedures for ensuring the information safety.

Do Duc Cuong, Director of the Information Center of the Ministry of Interior Affairs, also said that state agencies lack money to ensure the information safety. He said the state budget only provides some hundreds of thousands of dong for training an officer, while the real tuition is much higher.

Meanwhile, the alerts about the attacks have not been updated. In some cases, the Ministry of Information and Communication only gave alerts about the attacks two weeks after the attacks were alerted on information technology forums.
