In Vietnam, “322-program PhDs” means the PhDs who obtain the doctorates after following the overseas training courses funded by the State under the program 322.
A lot of 322-program PhDs frankly say that they do not want to return to work at the universities which send them abroad to the training courses for the doctorate, because of the bad treatment and the bad working conditions. However, they have been told that they have the responsibility to serve the agencies which fund their studies.
What do 322-program PhDs need to do after finishing training courses has become the hottest topic now on education forum. “322-program PhDs study overseas with people’s money, but they refuse to serve people and the agencies which send them to training courses. Should they be condemned for this?” This is the comment found on one of the forums.
A lot of people have pointed out that the State is wasting big money when sending postgraduates to overseas training courses for doctorates but cannot enjoy any benefits from this. “It is clear that the society cannot benefit from the doctorates or master degrees, if the PhDs and masters do not return to Vietnam to work as they promise,” a reader emailed VietNamNet’s Editorial Board.
He went on to say that the number of PhDs, masters, associate professors and professors has been increasing steadily, but the education training has not increased accordingly.
Khoa, a member of a forum, wrote that the purpose of the training PhDs is that the PhDs can carry out independent scientific research (80 percent) and train others (20 percent). Meanwhile, “carrying out independent scientific research” means conducting scientific research with the sponsored money they can call for.
“Once you successfully call for sponsor for your research, your pay will not be low as you say,” Khoa said. In case the PhDs cannot call for financing, this means that the doctorates do not have much significance.
“This should be understood that you have spent too much money of the state’s money but you cannot do anything useful with your doctorate,” he wrote.
Conducting scientific research is really an important task for PhDs. “If you do not have scientific research works, how will you be able to train students?” Khoa continued.
In general, Khoa believes that a true PhD would feel his responsibility of serving the homeland and repay the universities which send them the opportunities to obtain higher level of learning. Khoa has also affirmed that in serving the homeland, the PhDs do not get low pay as they complain.
Agreeing with Khoa, another member of the forum said that it is really ridiculous, if someone uses his doctorate to bargain for high wages, while it is still unclear about his real capability and his devotion to the society.
Meanwhile, other members, though agreeing that PhDs have the responsibility of returning to Vietnam to serve the homeland, think that the State should lay a red carpet to welcome the PhDs by offering them high pay and good working conditions.
“Even if they return to Vietnam and work at the universities to repay the funding for the training courses, they would not be able to devote themselves to their work, if they still have to think about how to earn money and feed their families,” a member wrote.
An overseas Vietnamese student in France related that when his friends in France ask if he can get promotion after he obtains doctorate, he answered that no promotion would come. “What do you study for, then?” they asked. “To get more knowledge,” he answered. The friends laughed and no one believed what he said, because they could not understand that a person who has been working for 10 years in the education sector, can earn 3 million dong in total a month.
