Vietnam - Schools rushing to open “high quality training programs”


VietNamNet Bridge – A lot of schools in big cities have opened high quality training programs which exist together with the normal training programs. Of course, the high quality programs require high tuitions.


High quality classes booming

Pham Van Dai, Headmaster of the Hanoi-Amsterdam High School for the Gifted, said that the school has been implementing the high quality education program on a trial basis since 2007. With the monthly tuition of 550,000 dong per month, parents can feel secure about the education quality of the school when bringing their children to the school. The tuition proves to be very reasonable if noting that if sending children to Singapore, they would have to pay about 600 dollars a month.

A lot of other schools, which are less well known and prestigious like the Hanoi-Amsterdam School, have also been striving to provide high quality education programs.

Nguyen Thi Hien, Headmaster of the Doan Thi Diem Primary School in Tu Liem district, said that the curriculums followed by the school can both meet the standards set by the Ministry of Education and Training and the special standards set by the school. Especially, the school is running the optional English program. There are three training models: bilingual, training in accordance with international programs and optional English.

There are only 9/94 English optional classes, while the school would terminate the model this year. Therefore, from the next year, only two models would exist, including the bilingual program and the program in accordance with international standards.

The school is now collecting 3 million dong from every student a month for high quality program and 6 million dong for international standard class. However, the tuition is expected to increase to 8 million dong from 2015. 

Nguyen Van Hoa, Headmaster of the Nguyen Binh Khiem High School, also said that currently, the school is collecting 2.5 million dong from every student a month, but the school would raise the tuition to 4 million dong by 2015.

The information about the “high quality education classes” has caught the special attention from parents in big cities. However, a lot of parents say they still need to think about whether to bring children to the high quality classes. The parents have affirmed that the high tuition would not be a big problem for them, if their children really can enjoy high quality education.

The problem is that while schools have advertised about their “high quality training programs” and collect high tuitions for the programs, there has been no legal document which shows what “high quality classes” means.

Who to enroll in high quality classes?

It is expected that in January 2012, leaders of the Hanoi Education and Training Department would have a final working session with relevant agencies to define the high quality education models for different education levels, from pre-school to high school.

According to Pham Van Dai, Deputy Director of the Hanoi Education and Training Department, the set of standards for high quality programs would comprise of five standards, and nine criteria, and the quality would be appraised with 42 indicators.

The compilers of the set of standards believe that the education results would account for 50 percent of the total points

However, Hoa from Nguyen Binh Khiem School said that a high quality program should not mean that it needs to have 90 percent of students being good and excellent students. He said that the purpose of training programs is to help students improve themselves, not to set up the goals about how many students pass the university entrance exams or obtain “excellent student” title.

Meanwhile, educators have warned that it is very difficult to set up sets of standards and give marks to high quality programs. Meanwhile, high quality programs should not be considered as a type of “gifted school.”
