VietNamNet Bridge – Some ministries and state agencies plan to move their headquarters to Hanoi’s suburbs in order to reduce the pressure of population and traffic jam for the inner area, and to form a concentrated administrative zone under the government’s policy and Hanoi’s development plan.
However, once these agencies move to the suburbs, who will take over their offices, which are located on the so-called “gold land?”
While resettlement of universities is running slowly, the move of state agencies’ offices to the suburbs is carrying out urgently.
In late October, the Ministry of Construction submitted to the Prime Minister the plan on building the new office for the Ministry of Transport in Yen Hoa Ward, Cau Giay District. The change of the Ministry of Transport’s current office of around 8,000sq.m at No. 80 Tran Hung Dao Street to the new office – the MITEC building in Yen Hoa, is in the form of exchange.
However, Minister of Transport Dinh La Thang said that there is a misunderstanding here. The Ministry of Transport does not exchange its existing office to the MITEC building. Thang did not disclose the office removal plan. He only said that the Ministry of Transport obeys the government’s policy and its leader would take responsibility for any mistake.
According to a VietNamNet’s source, to have the new office – a 21-storey building with three-storey basement as parking lot (around 7,000sq.m) – the Ministry of Transport will give its 8,000sq.m of land at 80 Tran Hung Dao Street in Hanoi’s center to the Hop Thanh Investment and Mineral Company. This Ministry does not hold tender to sell its old office to have capital to build the new one like other ministries.
Earlier, the Ministry of Construction agreed with the plan to move the headquarters of the Ministry of Agriculture and Rural Development (MARD) to the suburbs. However, instead of exchanging the old office for the new one, this Ministry will auction the land use right of its 20,000sq.m at No. 2 Ngoc Ha to have money to build the new office.
Similarly, the Ministry of Construction will auction the land use right of its current 13,000sq.m office at 37 Le Dai Hanh street.
In 2010, to have capital to build offices for its three general departments in Mai Dich, Tu Liem district, the Ministry of Public Security asked the government’s permission to sell the land use right of the two plots of gold land at No. 40 Hang Bai and 54 Tran Hung Dao, totaling over 13,300sq.m.
At the same time, construction of offices of the Ministries of Foreign Affairs, Home Affairs, Natural Resources and Environment, Science, Technology and Environment was also kicked off in Hanoi’s suburbs.
The removal of offices of ministries and state agencies has become a trend since Hanoi was expanded in 2008. Architects and urban planning experts said that the resettlement is completely appropriate to Hanoi’s development planning: central agencies are moved out of the city’s center to Me Tri, My Dinh or West West Lake areas.
However, the two important issues of the “post-removal” process is how plots of gold land will be used by the new owners to fit Hanoi’s development planning and to help reduce the pressure of population and traffic jams in Hanoi’s center.
There is a fact that some factories were moved from the city’s center to the suburb but the pressure of population and traffic jam increased because dozens of high-rise buildings were built on these locations.
Deputy Prime Minister Vu Van Ninh said that the agencies that are removed and the new owners of gold land must follow Hanoi’s development planning.
Chief of the Public Assets Management Department under the Ministry of Finance, Pham Dinh Cuong, said that the state creates favorable conditions for state agencies to change their offices. Accordingly, agencies are allowed to invest the whole capital earned from selling the old offices to build the new ones.
However, to prevent losses from office removal, Cuong emphasized that it is needed to hire independent assessment institutions.
