Brunei - E-Govt course for senior officers ends



THE first e-Government Executive Training Programme for 18 high-ranking officials from various ministries and government agencies, came to a close yesterday.

The training was designed to provide participants, comprising Chief Information Officers (CIOs) and Chief Technology Officers (CTOs) ability to systematically build ICT awareness and capabilities and enhance understanding of e-governance.

"This will lead to the initiation of smart e-governance and citizen-oriented e-service delivery," said Dr Hjh Syamimi Hj Md Ariff Lim, Deputy Director of e-Government Innovation Centre (eG.InC).

According to Dr Hjh Syamimi, the specific objectives of the training programmes are to create awareness and spread recent ICT trends as well as to learn of successful cases of e-Government.

"(But) Most importantly, (it means to) strengthen the leadership of managers who play a leading role in initiating ICT in the government," she said.

She expressed her confidence that the training has provided the participants with the necessary knowledge on e-Government.

"It is expected that they will be innovative and adapt to ever-changing ICT for modernising department."

The participants underwent the training programme once weekly for 15 weeks.

In the extensive list of itinerary for the training period, the participants were assessed on various criteria such as individual weekly assessments, group e-government project, two workshop presentations, a final report, and examination which were assessed by experts in the field.

A site training visit to Korea was also conducted where participants learn on the best practices exercised in Korea. On this visit, one of the participants said it had helped them learn and be exposed to best practices where Korea is an expert in e-Government.

"We actually see what we can learn from them rather than make mistakes to start all over again," said Jennifer Voon, a CIO and lecturer at the Institut Teknologi Brunei (ITB).

Jennifer cited the best thing from the training was the interaction and networking opportunity where the participants had collaborated and learn from the experts.

"What was new (with the executive training programme) was the depth and the level it was taken to. And the seriousness, they put in very good people from overseas and locals who are experts to guide us," she said.

Another participant who declined to be named, noted that the training had covered a broad spectrum in relation to e-Government.

"We come with different level of expertise and knowledge. This create awareness. The programme gave us an insight of what we should do and to be more aware of things around us. And that's important," he said.

The e-Government training was organised by eG.InC in close collaboration with the Korean Advanced Institute for Science and Technology (KAIST) and Asian Development Bank (ADB), and other international organisations.

eG.InC serves as a tertiary training and education centre for government officials in line with the human capacity building initiative, one of the strategic priorities of Brunei e-Government Strategic Framework 2009-2014.

Present to hand over the certificate of participation was Dato Paduka Hj Ali Hj Apong, Deputy Minister at the Prime Minister's Office on behalf of Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Hj Mohammad Yasmin Hj Umar, Minister of Energy amd Chairman of Brunei's e-Government Leadership Forum.
