Brunei - MoE prepares next strategic plan to reach national vision 2035



THE Ministry of Education (MoE) is preparing its Strategic Plan for the next five years to ensure the continuity of the education initiatives towards Brunei Vision 2035.

In a press statement issued by the ministry, Minister of Education Pehin Orang Kaya Seri Kerna Dato Seri Setia Hj Abu Bakar Hj Apong, speaking during the opening of a workshop on "Building Strategy: Strategic Formulation" yesterday said that " the ministry will remain committed in preparing detail strategic plan for the next five years".

"However, before we discuss on the strategies for the next five years, it is best that we recalled and evaluate how far we have gone," said Pehin Dato Hj Abu Bakar.

"As a whole, the Ministry of Education have been able to implement/execute the objectives and initiatives under the 2007-2011 Strategic Plan. I saw huge effort made by the ministry in the national educational system by the introduction of (SPN21) in 2009."

SPN21 have created significant changes in the aspects of system structure, more balanced curriculum and introduction of new learning and teaching assessment as well as changes in technical education.

At the same time that SPN21 was implemented, the ministry was also working on other initiatives such as increasing the teaching and learning efficiency by providing training and guidance to teachers and officers locally and abroad.

The ministry also worked on strengthening the quality of services such as the BISAI (Building Improvement of Schools And Infrastructures) project and building maintenance programme and the partnership and cooperation between the community and (industry), the statement said.

"We also established international partnerships in education through bilateral relationship, participation in associations and foster closer relationship with experts groups and certified educational consultants," the minister said.

Pehin Dato Hj Abu Bakar in his remarks also touched on the Teacher Services Scheme and School Leadership Programme which are aimed at expanding the capacity of teachers and school leaders to excel and be effective.

He shared his views on how the country's educational system should be designed so that it would be in line with Brunei National Vision 2035. He also hoped that the educational system would achieve excellence both in academic and non-academic aspects, achieved through effective learning and teaching.

To achieve the vision, the minister said, Brunei need to have quality educational institutions in the aspects of first class infrastructure, excellent human resources, research and development, and efficient and effective management system.

Addressing the participants, the minister expressed hopes that they would be able to give constructive ideas and work together to come up with a strategic plan to guide and direct members of the ministry and its stakeholders over the next five years.

According to the statement, an extended workshop: "Strategy Building-Strategy Cascading", will be held at the same venue for three days, from January 30 to February 1, for department directors, assistant directors, coordinators and assistant coordinators.

The workshop will determine the suitable 'Key Performance Indicators' that will help the ministry's respective departments to implement the strategic plan, develop targets and initiative and develop scorecards, the statement read.
