Vietnam - Transport Minister makes shock again


VietNamNet Bridge – Minister of Transport Dinh La Thang has proposed to dismiss chairs of provinces and cities where the number of traffic accidents rises in three consecutive years. Thang’s opinion has again stirred up controversy.


Speaking at a recent meeting of the Transport Ministry, Thang said that the transport sector needs to restructure investment and growth model to catch up with the country’s development. To realize this task, the sector must take drastic measures. The first task is overcoming sluggishness.

The minister said that sluggishness exists in many fields, in many places and in many Vietnamese people. He emphasized honor and responsibility when suggested to dismiss chairs of provinces where traffic accidents rise in three consecutive years.

Thang said that it is a must to put an end to the situation that nobody takes responsibility when incidents happen and to issue regulations on responsibility.

Thang’s opinion has created controversy.

Many people back the idea, reasoning that tens of thousands of Vietnamese die in traffic accidents annually. They said that officials always blame the situation on the poor awareness of traffic rules of the people but officials are also citizens. Someone must take responsibility for the increase of traffic accidents, specifically the heads of provinces.

“A group of people will surely feel uncomfortable with this proposal but we should think of the country, not only several people. Our country is in peacetime but we lose tens of thousands of people yearly. That’s a disaster,” commented a reader.

However, some people disagreed with Minister Thang, saying that the Ministry of Transport is the agency that is responsible for the increase of traffic accidents, not chairs of provinces.

Some readers analyzed that Thang’s proposal is the violation of the Law on Civil Servants and the Constitution and Thang did not understand the procedures of appointment and dismissal of chairs of provinces and cities.

They also said that Thang issued some decisions that are contrary to Vietnamese law, for example banning officials of the Transport Ministry from playing golf on weekends and dismissing some officials without caring about related regulations.

Some criticized Thang’s proposal of collecting circulation fees on motorbikes and cars without conducting careful research. “You are a minister so please to be careful with your statements and decisions because they have impacts on millions of people,” one reader wrote.

Some readers questioned whether Thang, as the Minister of Transport, will be dismissed if traffic accidents keep increasing in three consecutive years?
