Many Vietnamese junior colleges and
universities are flouting local education regulations on admission and training
sites to enroll students for their undergraduate courses.
One of
them, Vo Truong Toan University, which is based in the southern province of Hau
Giang, is offering associate’s and bachelor’s degree courses to those who have
graduated from professional intermediate schools – which supply vocational
courses to students – at a location in Ho Chi Minh City, while the Ministry of
Education and Training demands that a university can only run these classes at
its campus or authorized branches.
The
school has also said that applicants who have applied to a major different from
the one they had followed at their professional intermediate schools will not
have to attend foundation classes before its admission exam, a violation of the
rules.
In the
same fashion, Vien Dong, a HCMC-based junior college, has taught many joint
undergraduate programs at another school for quite some time.
Moreover,
it has recruited students who had earlier graduated from occupational
intermediate schools, which teach shorter courses than the above professional
ones, whereas the ministry merely allowed it to seek enrollees from the latter.
Similarly,
Thai Binh Duong University, located in the central city of Nha Trang, and Luong
The Vinh University, based in the northern province of Nam Dinh, have both
offered university courses at other schools which are not either their own
branches or training facilities.
Dien
Luc (Electricity) University has also admitted students to many undergraduate
courses taught at various places outside its own campus in HCMC.
Many
other schools have blatantly broken the regulations to recruit students as
well, with some even running unlicensed training programs.
