Vietnam - Party General Secretary to visit Cuba and Brazil

The General Secretary of the Communist Party of Vietnam, Nguyen Phu Trong, will pay an official visit to Cuba and a State-level visit to Brazil in the near future.

The visits are made at the invitation of General Raul Castro Ruz, First Secretary of the Communist party of Cuba Central Committee, Chairman of the State Council and the Ministerial Council of Cuba, and Dilma Rousseff, President of the Federal Republic of Brazil.

Da Nang to recruit state agency leaders via exams

The Interior Department of the central city of Da Nang has announced its plan for organizing competitive exams to recruit civil servants for managerial posts, with candidates coming from both inside and outside State agencies.

The department is collecting opinions from experts about the plan before such examinations are organized by the city People’s Committee.

The positions for which exams will be held include directors and vice directors of departments or public administrative agencies, and chairpersons and vice chairpersons of districts’ People’s Committees.

In addition, examinations will be also conducted yearly to select heads and deputy heads of functional divisions of districts’ People’s Committees, the city’s departments, or other units under management of the city authorities, the Interior Department said.

It is noteworthy that those who are not State employees can take part in all of these competitive exams.

Candidates are required to be under 45 years old and there must be at least three candidates for each position.

Female candidates will be considered the winner in case they and their male competitors have the same highest score in an examination for a certain position, the Interior Department said.

Vietnam attends Boao Forum for Asia in China 

Deputy Prime Minister Hoang Trung Hai joined Asian leaders, scholars and executives at the opening ceremony of the Boao Forum for Asia (BFA) conference in Hainan, China, on April 2.

The annual event, the 11th of its kind, brought together around 2,000 delegates, including heads of State, 30 ministers and representatives from international organisations.

On the theme of “Asia in the Changing World: Moving toward Sound and Sustainable Development”, delegates will identify the major causes of global economic instability, and discuss ways to accelerate reforms, and achieve sustainable development.

In his opening address, Chinese Vice Premier Li Keqiang noted that the conference takes place at a time when the world economy is showing signs of recovery and many countries have ridden out the global economic downturn to achieve reasonable growth.

However, he stressed that as the far-reaching consequences of the global financial crisis are not over yet, it will be no easy task to put the global economy back on track.

Li confirmed that China wants to work closely with other Asian countries to increase consensus and boost the Asian economy in a healthy and sustainable manner by stimulating internal growth, speeding up reforms, promoting win-win cooperation, and pursuing development peacefully.   

Vietnamese Deputy PM Hoang Trung Hai is scheduled to deliver keynote speeches at debates on an ASEAN free trade area and regional economic integration, and on how to achieve a sound and sustainable development in a changing world.

Earlier, Hai met with Chinese Vice Premier Li Keqiang and Deputy Secretary General of the Organisation for Economic Cooperation and Development (OECD) Richard A. Boucher on the sidelines of the conference.

Since its establishment in 2001, the BFA has become an important economic forum for policymakers to share ideas to increase cooperation in trade, investment, and finance-banking. It has captured great attention from major economic groups in Asia and around the world.

Vietnam, OECD strengthen cooperation 

Vietnam wants to boost substantial and effective cooperation with the Organization for Economic Cooperation and Development (OECD) in various areas, says Deputy Prime Minister Hoang Trung Hai.

The areas of Vietnam’s concern include policy study and consultancy, economic development and restructuring, international integration, aid effectiveness, competitive policy, State management efficiency, and climate change adaptation.

Deputy PM Hai made the proposal while receiving Richard A. Boucher, Deputy Secretary General of the OECD, on the sidelines of the Boao Forum for Asia in Hainan, China, on April 1.

He affirmed that Vietnam now has favourable conditions for increasing all-round cooperation with the OECD.

For his part, Boucher stressed that Vietnam is one of the organisation’s key partners in Southeast Asia, a region with dynamic development, and that the OECD considers cooperation with Southeast Asia one of its strategic priorities.

The two leaders expressed elation at the remarkable progress in Vietnam-OECD cooperation over the years, including regular exchanges of delegation visits.

They discussed measures to further strengthen relations between Vietnam and OECD member countries to facilitate external economic affairs.

Established in 1961, the OECD has grown into an organisation of 34 members, mostly developed countries. This is a dialogue forum on socio-economic issues between OECD member countries, international organisations and researchers. It also conducts studies, makes forecast and recommendations, and provides counselling services for countries in implementing development policies.

In March 2008 Vietnam joined the OECD Development Centre and the Working Party on Aid Effectiveness.

Romanian ambassador honoured 

Minister of Foreign Affairs Pham Binh Minh, on behalf of the Vietnamese State, presented the Friendship Order to Romanian ambassador to Vietnam, Dumitru Olaru, in Hanoi on March 30.

Ambassador Olaru was recognized for his significant contributions to promoting the traditional friendship and multifaceted cooperation between Vietnam and Romania.

He said he was greatly honoured to receive the order and sincerely thanked the Vietnamese State for the noble reward, saying it is a great symbol of bilateral friendship.

He also committed to make further contributions to developing the traditional relations in the future.

Vietnam asks China to stop sovereignty violations 

China's organization of a yacht race to the Hoang Sa (Paracel) archipelago serious violates Vietnam’s sovereignty, says Foreign Ministry spokesperson Luong Thanh Nghi.

In response to the Hainan authorities’ organisation of a yacht race from Sanya to Vietnam’s Hoang Sa (Paracel) archipelago, Nghi said the action is contrary to China’s commitment to not complicate the situation in the East Sea.

Vietnam strongly opposes the race and request that China call it off and comply with the Declaration on the Conduct of Parties in the East Sea in order to maintain peace and stability in the region, he said.

Vietnamese lawmakers work in Italy 

A delegation led by Truong Thi Mai, Head of the Vietnamese National Assembly’s Committee for Social Affairs is on a working visit to Italy from March 28-31 to study issues relating to laws on employment, marriage and family.

At a meeting with Italian Labour Minister Elsa Fornero on March 29, Mai thanked the Italian Government for providing Official Development Assistance for Vietnam in past years and facilitating the operations of its investors in the Southeast Asian nation.

Many famous brands of Italy have been present in Vietnam and Vietnamese people have become familiar with these brands, she said.

She stressed that Vietnam is interested in Italy’s reform programme, especially in employment, labour and pension policies, and wants to learn from Italy’s experience in this field.

Minister Elsa Fornero mentioned the Italian Government’s labour reforms in recent years, expressing hope that these new policies will not only boost Italy’s economic growth but also help develop economic and trade ties with other countries, including Vietnam.

Many Italian companies want to cooperate with Vietnamese counterparts, she said, adding that Italy will make efforts to be named in the list of 20 leading investors in Vietnam in future.

Earlier the same day, the Vietnamese delegation met with Senator Pasquale Viespoli, Senator Giuseppe Menardi and Chairman of the National Council of Economics and Labour Antonio Marzano.

The delegation is scheduled to exchange issues with the Italian side on labour and employment laws.

After the Italy visit, the Vietnamese lawmakers will pay a working visit to the Netherlands from April 1-6.

Chinese province wants to boost ties with HCM City

An official from Yunnan province of China said his province wants to increase the exchange of visits with Ho Chi Minh City to tighten the friendship as well as boost trade and investment cooperation, especially in tourism.

Yunnan Governor Li Jiheng made the proposal while meeting with Secretary of the Ho Chi Minh City Party Committee Le Thanh Hai on April 1.

Strengthening economic-trade cooperation for the development of both sides is one of the important goals of his HCM City visit, said Li, who was accompanied by a large number of businesspeople to survey the market and seek cooperation opportunities in HCM City.

He affirmed his support for Yunnan businesses’ investment in HCM City and called on HCM City companies to do business in Yunnan.

The Yunnan Governor suggested the two sides study the resumption of a direct air route between Kunming and HCM City, thus facilitating the trade and tourism development between the two localities.

Secretary of the HCM City Party Committee Hai spoke highly of Yunnan province’s great potential and said the friendship and cooperation between Yunnan and Vietnamese localities, including HCM City, will contribute to developing the ties between the two Parties and States, as well as the friendship between the two peoples.

President receives Russian atomic energy chief 

President Truong Tan Sang met with Sergey Kirienko, General Director of State Atomic Energy Corporation “Rosatom” of Russia, on March 30 in Hanoi.

At the reception, the General Director expressed his delight to visit Vietnam , affirming that Russian President Medvedev usually pays attention to cooperative projects between the two governments.

Sergey Kirienko assured that Russia will work with Vietnam to promote the implementation of the first nuclear power plant in the central province of Ninh Thuan , suggesting that Vietnam and Russia should cooperate to develop other nuclear power projects in Vietnam and other countries.

He also said Rosatom will create favourable conditions to attract more Vietnamese personnel to participate in the project.

President Truong Tan Sang expressed his hope that the country will be able to train its experts on nuclear power with Russian support.

Sang said that Vietnam is on its way to implementing its socio-economic development strategy under the Resolution of the eleventh Party Congress, with the aim of developing key industries.

It is necessary to ensure the construction quality of the first nuclear power in Vietnam in the context of the increasing demand for power, he said.

The President also expressed a wish that the nuclear power plant project will be completed successfully and put into operation, under the positive cooperation and traditional friendship between Vietnam and Russia.

VN-Cambodia border marker project on schedule 

National Assembly Vice Chairman Huynh Ngoc Son has expressed the belief that placement of markers along the Vietnam-Cambodia border will be completed as scheduled, to turn the two countries’ border into the border of friendship and cooperation.

NA Vice Chairman Son made the statement at a reception given by Cambodian NA Chairman Heng Samrin in Phnom Penh on March 30.

Son, who is on an official visit to Cambodia and attend the ASEAN Inter-Parliamentary Assembly (AIPA) General Assembly from March 29-April 3, said he hopes Vietnam will receive further assistance from the Cambodian NA, government, army and people to repatriate the remains of Vietnamese soldiers and experts, who laid down their lives in Cambodia.

Chairman Heng Samrin hailed the Vietnamese NA delegation’s visit, saying that the visit will help elevate the traditional friendship and solidarity between the two peoples.

He expressed his thanks to the Vietnamese Party, Government and people for their valuable and effective assistance to help Cambodia escape from the genocidal Khmer Rouge regime and achieve the current development level.

During the six-day visit, NA Vice Chairman Son held talks with his Cambodian counterpart Nguon Nhel and held working sessions with Deputy Prime Minister cum Minister of Relations with the National Assembly, Senate and Inspection Men Som Ol.

He also paid a courtesy visit to First Vice President of the Cambodian Senate Say Chhum and met with Deputy Prime Minister cum Minister of National Defence, Tea Banh.
