Bridge – A lot of investors have
registered the investments at the Hoa Lac hi-tech park and got investment
licenses, but have not taken any move to implement the projects.
Nine
registered projects, 50 percent of which are information technology and
communication projects, at the Hoa Lac Hi-tech Park are likely to see their
investment licenses revoked, because of the tardiness in the project
implementation.
Tinh
Van Technology Joint Stock Company and NCS Technology Joint Stock Company both
received the license to make investment in the Hoa Lac Hi-tech Park in early
2011.
Tinh
Van plans to set up a digital content center on an area of 1.78 hectares with
the total investment capital of 378.95 billion dong. The project is expected to
be completed by June 2013.
Meanwhile,
NCS plans to develop a software research and development center on an area of
1.1 hectares with the investment capital of 385 billion dong.
However,
to date, both the companies have not released any information about the
schedule for the project implementation. Meanwhile, on the information portal
of the Hoa Lac Hi-tech Park, one would read very vague information that the
Tinh Van’s project is under the implementation and it is expected that the
construction and machine installation works would finish by 2013.
Meanwhile,
a representative of Tinh Van has said it is a very difficult period for the
company and that its priority task now is to struggle to survive the
difficulties. Therefore, the company still cannot gather strength to speed up
the project.
As for
NCS’ project, a switchboard operator, who answered the call, said the person
who has information about the project is now on leave. Meanwhile, the most
updated news one could find on the company’s official website was posted in
November 2010, the moment when the company successfully defended its project
before the Hoa Lac Hi-tech Park’s Management Board.
Some
other projects have also been named by the management board because of the slow
implementation. These include the project on a research and development center
for computer software and information technology products by Misa Company; the
project on a center for software production and IP-based added value services
by VNG.
Tran
Dac Trung, Head of the Investment Promotion Division under the Hoa Lac Hi-tech
Park, said the management board is checking all the licensed projects at Hoa
Lac before taking the next steps.
“The
management board has worked out with some projects’ investors, including the
information technology ones. Some projects would see the license to be revoked
if their investors still keep unmoved with their projects,” Trung said.
Vietnam
has been running a program on encouraging the development of information
technology hi-tech parks in different localities of the country. Some days ago,
the Ministry of Information and Communication chaired a workshop discussing the
models for local information technology parks.
Seven
information technology parks have been set up throughout the country, covering
an area of 705,656 square meters, where 700 businesses have been operational,
gathering 30,600 workers and making up 25 percent of the total turnover from
the software industry of the whole country.
However,
the hi-tech parks are facing big difficulties in looking for markets, in
building up operation models and the problems in the legal framework.
In
related news, the Da Nang City People’s Committee has released a document
stipulating the investment incentives for the enterprises investing in the
city’s hi-tech park. The local authorities have promised to exempt or reduce
the land leasing fee for some subjects.
Especially,
the businesses newly established in the hi-tech park would enjoy the four-year
tax exemption since the day they have taxable income, and the 50 percent tax
reduction for the next 9 years.
