Vietnam - Did test cheaters share ‘national secrets’?

Test administrators caught on film giving cheat sheets to students could face criminal charges now that education officials have called for a police investigation.

Inspectors at northern Bac Giang Province’s education department launched their own probe after seeing the online footage, which went viral after the national high school graduation exams ended June 4.

Two students at Doi Ngo high school in Luc Nam District shot the clips using pens doubling as cameras and coordinated with a former teacher known for crusading against academic cheating.

Nguyen Van Tu, a local lawyer, said the exam questions are considered national secrets.

“Several proctors were seen throwing in exam answers, so we can infer that questions were leaked in the first place,” Tu said. “This is an indication of criminal violations, and the exam council is to blame.”

The Ministry of Education and Training administers the assessments nationwide. One former chief inspector at the ministry described the offense as less severe because it happened within the exam council area.

“In this case, the violators can be charged with ‘coordinating to answer the questions and give the answers to the students only,” Tran Ba Giao said.

A current ministry official said prosecutors should file criminal charges only if the questions were disclosed before the exam began.

“In that circumstance, those involved should be charged with revealing national secrets,” he said, adding that otherwise, they simply committed misdemeanors.

In a scandal that has shocked the public, officials also are weighing punishments for the two students who filmed the testing at their high school, because recording devices are banned in exam rooms.
