Vietnam - Inspectorate proposes voiding over 2,000 degrees

The State Inspectorate has asked local education authorities not to recognize over 2,000 bachelor’s and master’s degrees that were jointly conferred by the Hanoi-based Center for Educational Technology and Career Development (ETC) and its international partners following their violations of the Law on Education.

ETC’s parent organization, the Vietnam National University – Hanoi (VNUH), illicitly allowed the center to partner with two U.S.-based tertiary schools, Griggs University and Delaware State University, to offer undergraduate and graduate degree programs between 2008 and 2010, while the Law merely permits local formal higher education institutions to run such joint courses, the State Inspectorate says in their inspection results.

According to Article 42 of the Law, tertiary courses can only be taught by research institutes, junior colleges, and universities upon government approval.

The Inspectorate has also suggested that the Prime Minister shut down all of the illegal enrollment and education activities of the center as punishment for the violations.

The body has simultaneously advised that the Premier hold the VNUH director fully accountable for the illegitimate approval of those joint degree programs.

This is part of a broader inspection campaign the Inspectorate recently launched at 18 institutions of higher education.

Myriad wrongdoings have been detected, including the running of unauthorized courses, lax admission requirements, financial irregularities, and other administrative misconduct.
