Vietnam - Home Affairs is questioned about appointment of wanted official

VietNamNet Bridge – At the regular press conference of the Ministry of Home Affairs on May 31, many correspondents raised questions concerning the appointment of Vietnam National Shipping Lines Corporation’s (Vinalines) former Chairman, Duong Chi Dung, who is being wanted, as the chief of the Vietnam Maritime Administration.


Thanh Nien Newspaper: The Prime Minister asked the Ministry of Transport and the Ministry of Home Affairs to submit a report on the appointment of Duong Chi Dung as the chief of the Vietnam Maritime Administration. Have the Ministry of Home Affairs sent to report to the PM? How is the report content?

Vice Chief of the Home Affairs Ministry’s Civil Servant and Office Holder Affairs Department Le Minh Huong: The Ministry of Home Affairs has sent a dispatch to the government on the appointment procedure.

According to the current regulations, the Ministry of Home Affairs is not responsible for assessing the procedures, criteria, etc. related to the appointment of chiefs and vice chiefs of organizations under the aegis of ministries.

Therefore, the chief of the Vietnam Maritime Administration (an agency under the Ministry of Transport) is appointed by the Minister of Transport. The appointment of Duong Chi Dung is not associated with the Ministry of Home Affairs’ responsibility.

However, because of the exchange of position between Duong Chi Dung and Nguyen Ngoc Hue (former chief of the Vietnam Maritime Administration), the Ministry of Home Affairs’ dispatch submitted to the Prime Minister is related to the dismissal of Duong Chi Dung from the Chairmanship of Vinalines. The Ministry of Home Affairs claims responsibility for assessing the procedures on dismissal of Duong Chi Dung.

Deputy Minister of Home Affairs Tran Anh Tuan: This is a ‘hot’ issue. We have assigned the Civil Servant and Office Holder Affairs Department to compile the report to send to the Prime Minister.

I believe that the Ministry of Home Affairs and the Ministry of Transport will not lay the blame on each other. The report is being compiled.

VNExpress: Yesterday Minister of Transport Dinh La Thang explained that Duong Chi Dung was appointed as the chief of the Vietnam Maritime Administration to solve disunity in Vinalines and to save Vinalines. What is the Ministry of Home Affairs’ viewpoint on Mr. Thang’s explanation?

Chief of Ministry of Home Affairs’ Office Nguyen Xuan Binh: Perhaps the one who answers this question best is the Minister of Transport. The Ministry of Home Affairs’ viewpoint is: the appointment of any official is based on the criteria set by the law. Other factors can be considered during the appointment procedures but the criteria set by the law are the most important.

VietNamNet: The Minister of Transport Dinh La Thang said that Duong Chi Dung was annually commented to be a ‘very good’ official and he was elected to the party committee of the centrally-government business sector and a deputy at the 11th National Party Congress. Minister Thang also said that “this was the most official evaluation of qualification and morality of officials.” What is the Ministry of Home Affairs’ judgment on the personnel assessment task? The procedures for assessment and appointment of officials is said to be perfect but why can “elephants still go through a needle eye?”

Deputy Minister Tran Anh Tuan: It is too serious to say “elephants can still go through a needle eye”. Personally, I believe that Minister Dinh La Thang has tried his best in personnel management task and has observed all regulations.

The Party, the State and the Government have assigned the Ministry of Home Affairs to compile some plans on personnel management task. These plans are very important to implement the Party’s policies and to continue renovating personnel task, contributing to improve the qualification of public servants.

Vietnam Television: The appointment of Duong Chi Dung is said to be in accordance with regulations, but why did the Prime Minister asked the two ministries to make reports about it?

Deputy Minister Tran Anh Tuan: 
That is the task of leaders, not only the Prime Minister but also Ministers, when they want to learn more about something or some cases, they usually ask relevant agencies to make reports.

VietNamNet:
 In the plans on personnel management that the Ministry of Home Affairs is compiling, does the Ministry mentions the responsibility for making wrong appointment?

Deputy Minsiter Tran Anh Tuan: We need research to make renovation in implementing the Party’s policy on the responsibility of top officials. At present, an official has competence to make appointments but it is a very complicated procedure, which is related to many agencies, before the official signs the appointment decision. The Ministry of Home Affairs is designing an experimental plan on renovation of official recruitment.

Thanh Nien Newspaper: You have confirmed that the appointment of Duong Chi Dung is accordance with regulations but actually, this appointment is wrong or not and who will bear the responsibility when the appointed official made wrong doings and he is being hunted?

Deputy Minister Tran Anh Tuan: The people whose wrong doings are not detected yet are equal with us. But when relevant agencies unveil his wrong-doings in the past, he has to face punishment under the law.

I believe that no agency appoints a person to a position or rewards him if they know that he commits wrong doing or breaks the law.
