The inspection team from Hanoi’s
Department of Health has discovered another Chinese health worker operating without
licenses in a
privately-owned clinic in the capital city.
The Chinese "doctor",
named Tang Le Phan in Vietnamese, are working at Viet My healthcare clinic at
No.620 Hoang Hoa Tham Street, said Nguyen Viet Cuong, chief inspector of the
Department of Health.
According to Cuong, the clinic
previously registered a Chinese doctor with the Vietnamese name of Vi Kim Duc,
and the man has returned to China.
However, the department has just
recorded a profile of the female "doctor” working at the clinic without
registering to the department for official license.
The recent two-week inspection launched by the health department
in 8 Chinese clinics in the
city have found that all of them violating the rules, including some acts of
recidivism, Cuong said.
Viet Hai Clinic, for example, has
been found selling drugs without a brand name. It was fined in September 2011
for the same violation.
More unlicensed Chinese doctors
have been found illegally practicing at Clinic 455 and 981 Giai Phong, he
added.
All the aforementioned violations
have been fined VND200 million for each case.
Heftier penalties should be
imposed for those clinics since the current highest level of administrative
sanctions for unlicensed practice is only VND20 million, Cuong cited the
viewpoint of Nguyen Van Tien, Deputy Chairman of the Committee of Social
Affairs of the National Assembly, as saying.
