Philippines - P-Noy puts all infra projects under DPWH

MANILA, Philippines - President Aquino has put the infrastructure projects of three other departments under the watch of Department of Public Works and Highways (DPWH) Secretary Rogelio Singson.

Singson revealed the President’s decision in a recent House appropriations committee budget hearing.

He said aside from his agency’s projects, Aquino has ordered him to supervise the infrastructure programs of the Department of Education, Department of Agriculture and Department of Agrarian Reform.

“The President envisions convergence in these programs to achieve effectiveness and efficiency,” he said.

He said the three agencies have billions in funds for school buildings, farm-to-market roads, support facilities for agrarian reform beneficiaries, and even bridges.

“It’s a huge task, but we have to carry out our mandate from the President,” he stressed.

Aquino has praised Singson for reducing corruption at the DPWH.

Apparently, this is what the Chief Executive wants accomplished in the infrastructure projects of the three other agencies.

Singson said the Department of Transportation and Communications (DOTC) is not covered by the President’s order because Secretary Mar Roxas has already streamlined the bidding and implementation of DOTC projects like ports and airports to lessen, if not eradicate, corruption.

In the same House hearing, the DPWH chief said the government would build a total of 60,000 new classrooms to wipe out the classroom gap during Aquino’s term.

“The administration will undertake the massive school building program through the public-private partnership (PPP) scheme,” he said.

He said contractor-investors would advance the money, with the government paying for it over 10 years.

“They will be required to maintain the classrooms so that when these are turned over to the government at the end of the 10-year-period, they will still be in good shape,” he said.

To lessen cost, Singson suggested that contractors resort to the modular system of construction.

He said concrete slabs needed for the school buildings could be fabricated in one strategic area in a region and then transported to communities where classrooms would be built.

He said he is asking local government officials to cooperate with the DPWH and private contractors by expediting the issuance of the necessary building and quarrying permits.
