Malaysia - Viet Nam, Malaysia agree to broaden ties


VietNamNet Bridge – Vietnamese President Truong Tan Sang and Malaysian Prime Minister Najib Tun Abdul Razak have affirmed their commitment to develop bilateral relations, meeting the aspirations of the two peoples.

The two leaders met in the administrative capital of Putrajaya yesterday, Sep 28, as Sang is on a state visit to Malaysia until tomorrow at the invitation of King Tuanku Mizan Zainal Billah Shah.

Sang spoke highly of Malaysia's position as one of Viet Nam's leading trade and investment partners, with two-way trade of US$5.5 billion in 2010 and about 390 projects in Viet Nam with a total registered capital of $19 billion.

The two sides agreed that based on their fine political and economic relations, the two countries had the opportunity to continue promoting co-operation in various areas.

President Sang asked Malaysia to increase its import of Vietnamese goods to help balance two-way trade.

He also urged both sides to conduct regular exchanges of delegations at all levels along with people-to-people exchanges, to build mutual understanding and trust, enhance co-operation in fighting transnational crime and engage in joint maritime patrols.

On this basis, the two sides agreed to accelerate talks and sign several agreements to create a legal basis to promote co-operation, such as a memorandum of understanding on co-operation in transnational crime control, an agreement on the establishment of joint maritime patrols and a communications channel between the two navies, a framework agreement on rice trading and an agreement on agriculture.

The two sides discussed regional issues of common concern and agreed to join other ASEAN countries' efforts to speed up the process of building an ASEAN Community by 2015 and increase the key role of the group, contributing to peace, stability, co-operation and development in the region.

Regarding the East Sea issues, the two sides stressed the importance of peace, stability, security and safety in the East Sea, saying that concerned parties needed to obey the 1982 UN Convention on the Law of the Sea and strictly implement the Declaration on the Conduct of Parties in the East Sea (DOC) and work towards building the Code of Conduct (COC).

President Sang thanked Malaysia for its support of Viet Nam in its role as ASEAN Chair in 2010.
Later that day, the King and Queen of Malaysia hosted a banquet for President Sang, his wife and entourage.

VN-Singapore ties

Earlier yesterday, leaders of Viet Nam and Singapore agreed to further broaden and deepen the relations of friendship, comprehensive co-operation and trust between the two countries in the interests of the two peoples and for the sake of peace, stability, co-operation and development in the region and in the world.

During a meeting between visiting President Sang and Singapore Prime Minister Lee Hsien Loong, the two emphasised the need to strengthen bilateral co-operation on national defence, security, tourism, culture and education.

They agreed to push the implementation of the Framework Agreement on Viet Nam-Singapore Connectivity as well as the expansion of the Viet Nam-Singapore Industrial Parks in Viet Nam.
Sang spoke highly of Singapore being one of the leading trade and investment partners of Viet Nam, and expressed his belief that under the leadership of PM Lee, Singapore would further affirm its role and position in the region as well as the world.

For his part, Lee described Sang's visit to Singapore, the first foreign trip after his election earlier this year, as marking an important turning point in their bilateral relations. Lee also affirmed his country's support for Viet Nam in its negotiations on the Trans-Pacific Partnership Agreement.

The two sides pledged to strive, together with other members of ASEAN, to accelerate the building of the ASEAN Community by 2015. They also spoke highly of the important role of the group in strengthening peace, stability and co-operation in the region.

Regarding the East Sea, the two leaders shared a common view on the need to ensure peace, stability, security and maritime safety in the sea on the basis of respect to international law, especially the United Nations Convention on the Law of the Sea (UNCLOS). They welcomed the approval by ASEAN and China of the guidelines for implementing the Declaration on the Conduct of Party in the East Sea (DOC) and said that constructing the Code of Conduct in the East Sea (COC) at the earliest possible date was necessary.

Also yesterday, Sang attended a ceremony to inaugurate a statue of President Ho Chi Minh in Singapore.
